Duties
Responsible for performing a variety of reviews, audits, projects and training in support of the improvement of benefits management functions, practices, and services to enhance programs. Serves as a resident expert and technical advisor to Human Resource Specialists within the CBU: advising on and resolving unusual, difficult, and complex questions; and interpreting and resolving difficult processing, and/or procedural scenarios and issues. Responsible for policy development, and updates and issuances of agency guidance to staff at all levels of the agency, including the development of information for an agency benefits website. Serves as a BOP expert concerning retirement automated systems. Serves as an expert on identifying and analyzing complex system inconsistencies and evaluates automated systems to ensure current retirement related procedures are met.

Qualifications
To be considered for the position, you must meet the following qualification requirements: Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
Experience with resolving difficult and complex technical agency wide issues and advising other experts on how best to resolve issues, and interpret and apply Office of Personnel Management policy guidance on Retirement and Federal Employee Benefits programs.
Experience in performing a variety of agency wide reviews, audits, and projects, and Retirement and Federal Employee Benefits training in support of the improvement of Federal Employee Benefits management functions, practice, and services.
Experience with advanced topics related to all types of benefits to include but not limited to Service Computation Dates (SCD), Thrift Savings Plan (TSP), Civil Service Retirement System (CSRS), Federal Employees Retirement System (FERS), Federal Employees Group Life Insurance (FEGLI), Federal Employees Health Benefits (FEHB), Flexible Spending Account (FSA), Federal Long Term Care Insurance (FLTC), and civilian service and post-1956 military service deposits.
If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.
