About the Position: Serve as a Procurement Analyst with responsibility for submitting requisitions, reviewing contracts, contracting actions, and developing procurement strategies based on analysis of past purchases.
Duties
Provide advice and guidance on requirements and individual Government cost estimates (IGCE) development.
Schedule and conduct classes to ensure CORs are up to date on all contracting rules and regulations.
Conduct classes on how to properly prepare contract packets for senior level approval and contract close-out.
Perform data analytics of financial data contained within agency systems.
Prepare cost analysis comparisons and justifications.
Prepare administrative service orders for supervisory approval and forwards to appropriate contracting offices for contract execution.
Consult with mission area leadership and subject matter experts to collect, collate and analyze program/operational data.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Position may require the employee to perform temporary duty travel (TDY) up to 25% of the time.
- Must be able o obtain and maintain a Secret Security Clearance.
Qualifications
This position may be filled as a time-limited promotion, reassignment or change to lower grade not to exceed (NTE) 3 years by a current permanent Army employee. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. Position may be made permanent without further competition.
This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, return rights based on having served an overseas tour(s), and may also cover employees who have been on extended leave without pay under certain circumstances. During the obligation period, the position may be filled on a temporary or permanent basis. The selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time.

Specialized Experience: One year of specialized experience which includes providing advice on contracting policies and procedures; conducting reviews of contract files and actions; and assisting with negotiating complex contracts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
