You will serve as a PROCUREMENT SPECIALIST (COR) in the NAVY CHIEF OF INFORMATION OFFICE (CHINFO).

Duties

You will serves as an acquisition specialist leading research, planning, sourcing, and industry coordination activities to meet complex acquisition needs. You will serve as the primary Contracting Officer's Representative. You will lead procurement activities for Chief of Information (CHINFO) and its field activities. You will prepare and present administrative recommendations to the Administration and Resource Management lead and ensure staff execute actions that are aligned with long-term goals. You will provide support for all Administrative and Resource Management tasks including planning and management, information technology, travel management, personnel management, internal controls, and purchase card support. You will assist with budgetary requirements, analyze and prioritize among multiple programs, and make recommendations for major department budget apportionment decisions. You will provide expert advice and oversight of budget execution and all government purchase card transactions.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position requires the incumbent to maintain unescorted access to the Pentagon as a condition of employment.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: applying contracting laws, principles and regulations to plan and execute purchases and government contracts; researching sources of acquisition, trends and patterns to procure products and services; AND assisting with budget formulation and recommendations for major budget apportionment decisions.
