This position is located within the Department of the Interior, Office of Surface Mining Reclamation and Enforcement, Office of Human Resources in Washington, DC.
Duties
At the full performance level (GS-8) the major duties of this position include, but are not limited to the following:
Utilize the Guide to Processing Personnel Actions (GPPA) to timely and accurately code and process a full range of personnel/pay actions (i.e. accessions, promotions, within-grade increases, reassignments, health benefits, TSP, resignations, and retirements) using the Federal Personnel Payroll System (FPPS) automated personnel and payroll system.
Review employee's electronic official personnel folders (eOPF) to examine/reconcile automated records to accurately compute service computation dates, identify periods of active and inactive service, creditable military service, determine leave category, and retirement.
Determines appropriate methods and techniques to process requests; identifying facts regarding the employee and/or position and contact requesting office to acquire missing information.
Resolving a variety of non-standard personnel issues related to pay, within-grade increases, service computation dates, accuracy of data on the SF-50 or e-OPF.
Preparing reports or other status documents as directed and following up to ensure actions are processed.

Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-08, you must possess at least one full year of specialized experience equivalent to the GS-07 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience: Processing personnel data into an automated pay system such as FPPS and/or DCPDS; providing technical advice and guidance to employees and supervisors on various HR practices and processes; researching HR policies, procedures, and operations to perform a variety of HR support tasks and resolving personnel issues relating to pay, salary increases, on-board dates, and accuracy of data.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.
One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level.
