This position is in the Office of Managing Director (OMD), Human Resources Management (HRM), Recruitment and Staffing Service Center (RSSC) located in Washington, DC. Relocation expenses will not be paid. THIS VACANCY ANNOUNCEMENT MAY BE USED TO FILL ADDITIONAL POSITIONS WITHIN 90 DAYS.

Duties

Inputs personnel action data in EPIC and ensures that all personnel action coding which is entered in EPIC mirrors the coding on the personnel action (SF-52). Uses the OPM Operating Manual Guide to DataStandards to ensure that each field in EPIC is coded accurately. HR processes the full range of personnel actions in EPIC and ensures application in the National Finance Center (NFC) payroll/personnel database. Processes and documents HR personnel actions for a wide variety of employee categories that involve different forms, authorities, various action codes, and regulatory authorities, or additional pay systems. Processes a wide variety of unique appointments and HR actions (including conversions, details, pay impacting actions, regulatory authorities, changes in duty stations, separations); identifying appropriate regulatory codes, nature of action, and the appropriate pay step to be entered on the HR action request. Processes correction and cancellation personnel actions. Processes complex HCUP packages (correction packages). Processes pay impacting and/or pay correction personnel actions. Resolves SINQ errors in EPIC to ensure that actions apply to the NFC database as quickly as possible. Utilizes the NFC Position Management System Online (PMSO) to query master records, query individual positions, add master records, add individual positions, change master records, change individual positions, delete/restore master records, delete/restore individual positions, inactivate master records, inactivate individual positions, reactivate master records, and reactivate individual positions. Processes award actions in EPIC during the performance award season, including time off awards and cash awards. Communicates and collaborates with HR Specialists across RSSC on a wide range of personnel action related matters. Communicates and responds to inquiries in a timely manner both verbally and in writing.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees must meet time-in-grade requirements by the closing date of this announcement.  GS-8 In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-7 grade level in the Federal service. Specialized experience is defined as: 1. Experience processing a wide range of personnel actions in EPIC. 2. Experience ensuring that personnel actions apply in the National Finance Center (NFC) database. 3. Experience resolving SINQ errors in EPIC. 4. Experience utilizing the NFC Position Management System Online to query master records, query individual positions, add master records, add individual positions, change master records, and change individual positions. PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
