About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the 1st Information Operations Command (LAND), 2d Battalion Red Team Detachment (RTD), Fort Belvoir, VA.

Duties

Coordinate and conduct cyber red team engagement support for 1st Information Operations Command (LAND), 2d Battalion Red Team Detachment (RTD). Assess an organization’s ability to defend, respond, and react to a threat to US information, information systems, and information infrastructure by conducting full spectrum red teaming activities. Provide advice or guidance to Red Team Detachment leadership on matters of cyber exploitation (i.e. information vulnerabilities, exploitation frameworks, and security domain, etc). Assist in planning, coordinating, and conducts network-based security assessments. Perform maintenance and configuration management of team equipment while on mission. Identify and define Red Team Detachment technology requirements including cost benefit analysis and procurement information to ensure submissions are included in the operating budget. Research information technology, cybersecurity, current threat actors, exploitation techniques and procedures to develop Red Team Detachment tactics, techniques and procedures.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Must be able to obtain and maintain Top Secret/SCI clearance.
  • Incumbent may be required to undergo and successfully complete initial and periodic Counterintelligence Scope Polygraph (CI/Poly) examination with No Deception Indicated (NDI).
  • May be required to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks.
  • Must pass an initial and periodic urinalysis screening for illegal drug use.
  • Must possess and maintain a current Information Assurance Technical (IAT) Level III certification requirement as stated in DoD 8570-1-M.
  • Must possess or be able to obtain and maintain a current Information Assurance Cybersecurity Service Provider-Auditor certification requirement as stated in DoD 8570-1-M.
  • Must possess and maintain a current Computing Environment certification, e.g., LPIC-1, CCNA, MCSA Server 2016, etc. requirement as stated in DoD 8570-1-M.
  • Must possess and maintain a current Army Penetration Testing Course (APTC) certification that is industry recognized within 6 months of on-boarding (unit provided).
  • Must meet RED Team training and certification requirements for Level II operator, as outlined in the 2D BN Red Team SOP.

Specialized experience would be demonstrated by analyzing network traffic to identify threats and vulnerabilities in order to enhance security posture and plan incident response; planning and implementing network/system/application security measures/procedures to provide protection against cyber threats (i.e. buffer overflows, cross-site scripting, structured query language and injections, race conditions, covert channel, replay, malicious code); evaluating the current cyber threat environment to identify risk and vulnerabilities to mitigate or remediate new and emerging network threats.
