This position is in the VA Regional Office. The incumbent is assigned to the Veterans Service Center and reports to the Veteran's Service Center Manager and to the Assistant Veteran's Service Center Managers. The primary purpose of this position is to provide objectively based information for making decisions on the administrative aspects of organizational operations and management. The incumbent performs a variety of planning, training, evaluative, budgetary, and advisory work.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement: 10/11/2024. Time-in-grade: Applicants who are/were federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. For a GS-11 position you must have served 52 weeks at the GS-09 level. For a GS-12 position you must have served 52 weeks at the GS-11 level. If you are a current VBA employee outside of the commuting area seeking reassignment or change to lower grade via this vacancy announcement, you must currently hold the GS- 11/12 (or higher) and the promotion potential of your current position must be at least GS-12. SF-50: If you are seeking a reassignment/change to lower grade, you must submit a copy of your most recent SF-50 (non-award) AND the SF-50 placing you into your current position. To support your claim of time in grade, you must submit your most recent appointment, promotion, within grade increase SF-50 (not an award or general adjustment SF-50). See the required documents section for more information. Note: multiple SF-50s may be required to adequately illustrate you have the requisite time-in-grade. Specialized Experience (GS-11): To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Responsibility for database management software for analysis, reports and managing activities; demonstrating work experience using techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs; tracking and analysis of assigned program areas; analyzing and preparing program status reports for internal and external use at all levels; planning, scheduling, and conducting studies/surveys; utilizing computer techniques for statistical purposes; and managing information systems. OR applicants may substitute education for the experience required to qualify at the GS-11 level: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the competencies necessary to do the work. OR applicants may combine education and experience to qualify at the GS-11 level. To calculate, first identify the percentage of required education you have earned (when substituting you can use graduate level education you have earned beyond the second year). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11 level. For example, an applicant who has 54 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position. Specialized Experience (GS-12): To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Specialized experience is defined as: Using advanced management principles, for development of strategic planning, development of communication and marketing materials, resource allocation; evaluating the effectiveness of business operations and the efficiency and productivity of management; advanced experience with the planning, research, analysis and problem solving of assigned programs; expertise in conducting queries and audits of business programs/policy assessments. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education to be credited towards qualifications.
