Duties
This position is located in the Medical Information Systems Division, Benefits Management Program, Purchased Care Section. The Milwaukee VA Medical Center is a level I A facility with a Purchased Care budget of 35 million. Serves as the Manager of Purchased Care Section with direct accountability to the Program Manager, Benefits Management. As a member of higher level management, the incumbent is responsible for a wide variety of functions related to Purchased Care and other contract services; these include financial analysis, programmatic oversight of Purchased Care, provider contract development and contract maintenance, information management. performance of clinical/financial feasibility studies, and support in strategic planning efforts. The Purchased Care Managerserves as the immediate supervisor of the employees assigned to the Purchased Care Section.
Major Duties:
Establishes and maintains good relations with Veterans, their families, visitors, and clinical and administrative employees.
Provides oversight and management of administration activities within the community care department.
Develops and tracks monitors for all program areas and identify need for changes in process functions or further evaluation.
Manages staffing, budgeting, procuring, and training for the community care department.
Plans work to be accomplished by subordinates, sets and adjust short-term priorities, and prepares schedules for completion of work.
Manages the medical administration operations and supports the mission, vision, and fundamental principles of the community care department.
Plans work to be accomplished by subordinates in order to adjust priorities and prepares schedules for completion of work.
Interviews candidates for positions in the unit.
Recommends appointment, promotion, or reassignment to positions.

Qualifications
To qualify for this position, applicants must meet all requirements 30 days from the closing closing date of this announcement, 10/09/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

GS-11 GRADE REQUIREMENTS
Experience: Must possess one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position includes, but is not limited to: Experience in analytical, financial, statistical, and quantitative problem solving and analysis. Working with mathematical procedures, quantitative, statistical and analytical methodologies and understanding of accounting procedures and principles. Possessing extensive knowledge of financial analysis techniques including budget projection, algorithms and forecasting models, manage staffing and manpower utilization, generate useful reports and/or studies to support and project cost and financial data for senior level management. Proficient in the use of a personal computer and computer systems, knowledge and familiarity with Word Processing, Spreadsheets, and Database Package. Possessing knowledge of laws and regulation pertaining to Fee Policy.

GS-11 Substitution of Education for Experience: Must have Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such degree or LL.M, if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. (TRANSCRIPTS REQUIRED)

GS-11 Combining Education and Experience: Must possess a combination of specialized experience and graduate education as described above. (TRANSCRIPTS REQUIRED)

Physical Requirements: The work involves considerable walking, standing and bending in searching various files. There is occasional lifting and carrying of such items as record boxes and bulky files.
