Duties

You will perform as the portfolio manager, providing guidance to meet strategic goals and objectives. You will execute the overall management, control, coordination, utilization, training, and determine measures of performance related to tactical communications and information technology test and evaluation You will oversee the development of technical analyses of various software applications and provided policy recommendations to the DoD CIO IAW DoD Instruction (DoDI) 4630.09. You will lead the identification, defining, and aligning of open systems approaches and modular interfaces. You will engage with key stakeholders and governance bodies and service representatives. You will chair governance bodies with DoD organizations and industry vendors to create reference functional architectures, and interoperable, secure specifications and frameworks

  • You will be required to obtain and maintain an interim and/or final secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position requires the ability to obtain and maintain a TOP SECRET-SCI security clearance.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 801 Intermediate Level within 12 months of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • Generally, current Federal employees applying to APS jobs must serve at least one year at the next lower grade level. All qualifications and pay band requirements must be met by the closing date of this announcement and documented in your resume.
  • This a Defense Acquisition Workforce position that requires a Program Management, Advanced acquisition certification. You have 48 months to earn this certification and obtain and maintain certification in accordance with DoD Instruction 5000.66.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or DP-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Experience with cost, schedule and performance of a highly-visible Department of Defense program with significant risk, urgent requirements, significant technology advances, and high-dollar investment; 2) Working in various areas of the Department of Defense acquisition process, including requirements development, test and evaluation, contracting, or financial management; 3) Leading the work of an organization that includes civilian, military, or contractors in the performance of Department of Defense Acquisition work; 4) Executing the analysis, assessment, characterization, review and/or testing of information systems, software defined radios and/or waveform technologies for interoperability, security, resiliency, reusability and/or exportability; and 5) Experience with development and implementation of network architectures, software frameworks and/or communications standards for tactical and strategic networks, information systems, software defined radios and/or associated waveform technologies.
