This position is part of the Defense Threat Reduction Agency. The incumbent will be responsible for assessing the productivity, effectiveness, and efficiency of DTRA programs supporting DoD Civilian Harm Mitigation and Response (CHMR) activities within the scope of DTRA's mission space.
Duties
As a CIVILIAN HARM MITIGATION AND RESPONSE SUPPORT ANALYST at the GS-0301-13/14 some of your typical work assignments may include:
Serves as the senior analyst to coordinate DTRA support to Combatant Commands for implementing and executing the Secretary of Defense approved Civilian Harm Mitigation and Response Action Plan.
Leads coordination and integration of CHMR support requirements within DTRA for both potential research and development and operational support requirements.
Provides expert analytics based on Combatant Command targeting process and examples and their implementation of CHMR tasks and metrics in order to recommend guidance and coordination with leadership.
Conducts extensive research, reviews, and analysis of submitted CHMR requirements; provides planning and programming recommendations; and respond to changing requirements by making expert recommendations based on analysis.
Represents DTRA at meetings and as a member on special boards, panels, and working groups, including OSD, Joint Staff, Combatant Commands, and other interagency offices.

- Must be able to obtain and maintain a TOP SECRET/SCI security clearance.
Qualifications
You may qualify at the GS-14, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-13 grade level in the Federal service:
Applying knowledge of civil-military relations, and/or collateral damage assessment and analysis;
Planning, organizing, and leading studies, including leading others in studies and to negotiate effectively with management to accept and implement recommendations;
Communicating both orally and in writing with technical accuracy to discuss and negotiate complex issues at the senior levels of leadership; and
Applying knowledge of a Civilian Harm Mitigation and Response Action Plan.
You may qualify at the GS-13, if you fulfill the following qualifications:
One year of specialized experience equivalent to the GS-12 grade level in the Federal service:
Applying knowledge of civil-military relations, and/or collateral damage assessment and analysis;
Planning, organizing, and leading studies; and
Communicating both orally and in writing with technical accuracy to discuss and negotiate complex issues.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Substitution of education may not be used in lieu of specialized experience for this grade level.
