This position is located in the Department of Housing and Urban Development, Assistant Secretary for Policy Development and Research.
Duties
The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
As a Contract Oversight Specialist, you will:
Provide support and expert guidance to the Contracting Officer's Representatives (CORS), Program/ Project Managers (PMs) in the preparation of contract requirement package documents, e.g., Performance Work statements (PWSs), and Statements of Work (SOWs), Market Research (MR), Independent Government Cost Estimate (IGCE), Quality Assurance Surveillance Plan (QASP) etc.
Assist in determining acquisition strategies and objectives; analyze requirements and recommend acquisition methods and types of contracts.
Serve as primary interface point between CORs and Office of the Chief Procurement Office (OCPO) during all phases of the acquisition process, with most support occurring in the program requirement definition phase.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-13, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as:
Independently performing or reviewing procurement activities through all phases of the acquisition process from initiation through closeout of contracts; AND
Providing oral and written communications to business partners/stakeholders, industry, procurement professionals and management; AND
Providing advice, guidance, and training to others throughout all aspects of the acquisition process from planning, defining requirements, solicitation/evaluation, and contract monitoring and administration through closeout of the contract.
Specialized Experience: For the GS-12, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as:
Assisting with procurement activities in all aspects of the acquisition process from initiation through closeout of the contract; AND
Providing communication to business partners/stakeholders, industry, procurement professionals and management.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13 you must have been at the GS-12 level for 52 weeks.
For the GS-12 you must have been at the GS-11 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
