You will serve as a Program Manager in the Maintenance Engineering Department of NAVSEA HQ FIELD SUPPORT.

Duties

You will provide direct and indirect supervision over staff, assigning work to subordinate employees. You will plan and direct maintenance improvement programs. You will coordinate NAVSEA involvement with Fleet and TYCOM staffs, RMCs, and ISEAs for maintenance engineering and improvement issues and programs. You will formulate the development and implementation of advanced, long-range policies, procedures, and guidelines throughout the U.S. Navy's maintenance community to institutionalize maintenance improvements. You will ensure uniformity of all maintenance policy and tis execution to maximize commonality. You will review and update plans of action and milestones for specific projects. You will review Planning, Programming, Budgeting, and Execution (PPBE) documents and assesses costs and progress against budget and schedule. You will establish program goals, plans, schedules and measures of effectiveness in order to improve maintenance effectiveness and reduce ship Total Ownership Cost (TOC).

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

Qualifications

Your resume must demonstrate one year of specialized experience equivalent to the next lower grade level/pay band NH-03 (GS-13) in the federal service or equivalent experience in the private or public sector developing, implementing and administering maintenance support or improvement programs to improve maintenance effectiveness for ships and ships systems.
