This National Guard position is for a PROGRAM ANALYST, Position Description Number T5615P01 and is part of the UNITED STATES PROPERTY AND FISCAL OFFICE, National Guard.

Duties
As a Program Analyst, GS-0343-09, you will provide management with objectively based information to effectively assess the full range of logistical asset accountability of all units/activities within the state. The purpose is to monitor and ensure effectiveness of operations regarding logistics accountability. Identifies process, system, and equipment on hand deficiencies by applying defect prevention principles and root cause problem resolution techniques and recommends corrective action for each. Serves as advisor to the USPFO and his staff members regarding compliance, readiness posturing as relates to accountability, and mission limiting issues.
Requirements

- For positions requiring the operation of motor vehicles, candidates must have a valid state driver’s license for the state in which they live or are principally employed.
- For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.
- Extensive travel is required to perform duties throughout the state.
- May be required to travel by car, in military and/or commercial aircraft, and by other means of transportation as appropriate to perform temporary duty assignments.
- The work may require the employee to drive a motor vehicle. An appropriate, valid driver’s license may be required for the position.
- Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
- Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
- Proficient in logistics standard army management information system (STAMIS).
Qualifications
GENERAL EXPERIENCE: Experience, education, or training in administrative, professional, investigative, technical, or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes, and principles of management. Knowledge of the National Guard organizational structures, functions, procedures, and techniques. Experience using computer and automation systems.
SPECIALIZED EXPERIENCE: 1-year specialized experience, education, or training equivalent to at least the next lower grade level. Experience, education, or training which has provided application of practices, theories, techniques, and methods of management. Experience analyzing, interpreting, and developing policies and procedures of local management. Must have experience performing a variety of management tasks involved in developing, analyzing, evaluating, advising on and/or improving the management of the states logistics resources, operations and procedures. Must have knowledge of analytical and evaluative techniques to analyze the capabilities, equipment reliability, and determine deficient areas or trends. It also requires the ability to identify, analyze, and provide recommendations for improving methods and procedures. Must have experience and knowledge of administrative logistics and physical security regulations and operating procedures and possesses skills in applying fact-finding and investigative techniques (e.g., supply personnel and unit commander interviews, review of work procedures, command supply discipline and financial liability of loss reports, instructions, records, and files) to gather clear-cut factual evidence of compliance with logistics and physical security regulations, directives and local standing operating procedures (SOP).
