The U.S. Army Combat Capabilities Development Command (DEVCOM) Armaments Center (AC) serves as the Army's technology leader for armament systems. DEVCOM AC ensures dominance of Army capabilities by researching, developing, integrating and delivering technology-enabled armament solutions to our Warfighters. Armaments Center has a long tradition as the primary research and development center for new and existing armament systems which are in use by U.S. service members around the world.
Duties
Manage objectives for complex research and development programs.
Knowledge of the organization’s mission and functions including programs, policies, procedures, rules, and regulations.
Provide assessment of organizational operations for management decision making.
Reviews program schedules and budgets and manages variances as program execution is underway.
Assists senior technical personnel in the preparing program plans and proposals.
Determine requirements for additional monetary, human and/or physical resources or change in program emphasis.
Supports the technical project leader to include preparing cost estimates, work execution schedules and tracking, program plans and proposals and providing guidance on plan structuring and documentation.
Analyze program process problems to suggest appropriate corrective action.
Utilizes Earned Value Management reporting techniques.
Develop, utilizes and maintains MS Project schedules and MS Excel spreadsheets
Expresses information to individuals or groups effectively, taking into account the audience and nature of information.
Makes clear and convincing oral presentations
Listens to others, attends nonverbal cues, and responds appropriately.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- You must be able to obtain and maintain a Secret security clearance.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- Three-year trial/probationary period may be required.

To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as meeting all the following experience:
1) Experience serving as a program analyst, assessing and improving program effectiveness through the reporting and assessment of program budgetary and scheduled metrics; 2) Experience providing project leaders with program status, estimates and recommendations based on statement of work and funding levels utilizing earned value management principles; 3) Experience working in formal and informal meeting environments with representatives of other functional areas, managers, and representatives of other/higher commands; 4) Experience presenting program metrics in an effective manner.
