The position is located in the Facility Management Department (FMD) of the Facility Support Directorate located at the Captain James A. Lovell Federal Health Care Center (FHCC) in North Chicago, Illinois.

Duties

Duties: Incumbent provides assistant-level support to the Department Head, the Assistant Department Head and the Supervisory General Engineer by organizing, collecting, analyzing and presenting information related to FMD functions. Incumbent is the primary point of contact for and analyzes taskers received from the Command and maintains current suspense file, keeping appropriate staff personnel informed of required submission dates for replies to correspondence and/or reports, etc. Incumbent ensures that all reports assigned to subordinate staff members are submitted in a timely manner and in compliance with format and with required number of copies. Evaluates incoming data from FMD managers and supervisors for content inconsistencies and ensures completeness and accuracy of data and reports received. Assist in planning, maintaining, and analyzing of workflow trends, sources, validity, limitations and interrelationship of integrated data and respective reporting systems through the use of spreadsheets, database management, presentation graphics and statistical calculations. Collects, compiles, organizes, analyzes, extracts, summarizes and identifies specific data regarding Facility Management programs and processes. Assist program managers with formulation of program requirements and prepares programmatic reports, justification, charts, graphs, statistical and narrative data, etc. for top-level presentations and briefings. Assist with program audits, projects and studies. Reviews and interprets new and established directives, instructions, regulation, to assure proper and adequate accomplishment of program goals and objectives. Prepares correspondence drafted by the Department Head, FMD for the signature of the Medical Center Director and other office staff, including congressional correspondence, medical center policies, and other correspondence that reflects on the professionalism of the Facility Management Department and the medical center. Maintains the calendar of both the Department Head and the Assistant Department Head of the Department. Arranges all appointments to include navigating their schedules to ensure convenience of time and availability for meetings and other commitments. Prepares all related source documentation, backup material, and correspondence, etc Acts as the primary timekeeper for the Office of the Department Head (T&L 029) and the Projects Section (T&L 031) which includes approximately 20 General Schedule employees. As timekeeper, employee is responsible for the correct posting of official time, hours, duty tour, pay, compensation, leave and authorized absence records to employee timecards on a daily basis. Also completes all corrected timecards as deemed necessary for the T&L's within their area of responsibility. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/08/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: GS-7: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Analyze problems to identify significant factors, gather pertinent data, and recognize solutions. Plan and organize work; and Communicate effectively orally and in writing. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 1 full year of graduate level education ORsuperior academic achievement. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. GS-9: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience with managing large databases and publish extensive reports; Organizes formal analysis, work measurement, time standards, directives and record management, communications analysis timely; Research, compiles, and analyzes large amounts of raw information, find patterns, analyze trends, recommend and summarize information; Experience using various computer programs, including databases, spreadsheets, data visualization (tables, graphs, figures, charts, etc.), and integrated systems; Applying analytical and evaluative techniques to the identification, consideration and resolution of issues and problems. Obtaining information necessary to evaluate and analyze the issues and effectiveness of program operations in meeting established goals. Knowledge of systems redesign or equivalent programs. Working with basic statistical tools. Possessing knowledge and technical skill in the use of computers. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a master's or equivalent graduate degree, or 2 full years of progressively higher-level graduate education leading to such a degree, or an LL.B. or J.D. in a related field that demonstrates the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education beyond the first 18 semester hours or 27 quarter hours i.e., beyond the first year is creditable toward meeting the specialized experience requirement. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires no special physical demands. It may involve some walking, standing, bending, or carrying of light items.
