Duties

This position is located at the FHCC in North Chicago, IL, serving as the Operations Manager of the Network Managerial Cost Accounting (MCA) section for assigned stations. The Managerial Cost Accounting is an automated clinical and financial decision support system which links actual operating expenses to health care services consumed at the patient level. The scope of the MCA program is to improve veterans' health care by providing a system for making data-driven decisions utilizing information related to patient care patterns, outcomes and associated resource costs. - Incumbent is responsible for managing the activities of a team responsible for providing operational support to MCA in the VA Great Lakes Health Care Network. - Coordinates the processing, maintenance, development, analysis, reporting and on-going standardization of MCA in VISN 12. - External to MCA, the incumbent coordinates with OI&T, operational managers, and other support staff throughout the Network. External to the Network, the incumbent serves as the liaison to the MCA Program Office and the Austin Automation Center. - Has knowledge, experience, and demonstrable success working in an automated information systems environment and in project management. - Directs the employees assigned to the applicable Operations Section of the MCA organization structure. Provides administrative and technical supervision necessary for accomplishing the work of the assigned Operations Section of MCA. Responsible for effective leadership in planning, organizing, directing and controlling the assigned program operations. This includes responsibility for leadership and direction of all identified MCA positions. - Assigns and reviews work on a daily, weekly, or monthly basis. Responsible for the overall quantity and quality of work performed by the staff. - Gives advice, counsel, and instruction to individual employees on both work and administrative matters. - The Operations Manager supports the integrated Managerial Cost Accounting (MCA) Product Line in the VA Great Lakes Healthcare Network. S(he) coordinates all monthly data processing tasks associated with the operations and maintenance of the MCA software. - Designs, develops, and maintains systems to accurately record processing, reporting and analysis activities. The incumbent schedules and coordinates all year-end maintenance to the MCA software. - The incumbent ensures the accuracy of the data by designing and coordinating the performance of routine and non-routine data audits. The audits may be performed on source data (from VISTA or VA financial systems); MCA data; or end-user reports displaying MCA data. In completing the audits, s(he) will use various tools to query MCA and source data systems. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/03/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized knowledge of the Microsoft Windows PC environment, with specialized knowledge of Excel. Must possess extensive knowledge of system design and database management. The incumbent will possess thorough knowledge of the MCA software and mastery level of knowledge of a wide range of qualitative and/or quantitative methods for the management, assessment, and improvement of MCA program effectiveness including the improvement of complex processes and systems as well as comprehensive knowledge of the range of administrative laws, policies, regulations, and precedents applicable to the administration of the program. Skill to plan, organize, and manage team activities and to negotiate effectively with other management officials to accept and implement recommendations where the proposals involve substantial network resources, require extensive changes in established procedures, or may conflict with the desires of the activity studied. Knowledge of various auditing techniques and analyses as a means to ensure the accuracy of workload and financial data contained in VISTA, MCA and routine end-user reports. You will be rated on the following Competencies for this position: Administration and ManagementCustomer Service (Clerical/Technical)Data Management Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The incumbent's work in primarily sedentary, although some slight physical effort may be required such as carrying small items like books, papers, reports etc., Travel to other facilities and conferences is required.
