The primary purpose of this position is to serve as a senior Information Technology (IT) Specialist responsible for managing and maintaining the base Local Area Network/Wide Area Network (LAN/WAN) including the planning, acquisition, design, development, implementation, quality assurance, configuration, installation, integration, and/or management of networked systems.
Duties
Manages the base LAN/WAN systems, designs and monitors new complex network systems, configures and installs network hardware/software, administers and manages Identity Service Engine platforms and security policies, and maintains LAN Operations.
As a senior IT specialist, performs feasibility studies on complex information systems and conducts in-depth analyses complicated by novel problems.
Keeps abreast of emerging technology to predict future network needs.
As a senior IT specialist, participates in management discussions, meetings, committees, or special projects.

- This position includes IA work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certification within six months of assignment of these duties
- A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
This standard allows eligibility through meeting either the requirements specified in the section titled Education or the requirements specified in the section titled Experience.
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

SPECIALIZED EXPERIENCE: Applicants must have at least one 1 year (52 weeks) or will have one year within 120 days of closing of this announcement, at the next lower broadband NH-02, equivalent to the next lower grade GS-11, or equivalent in other pay system. Specialized experience is includes knowledge of IT network systems design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements; knowledge of the organization's network architecture, topology, and protocols sufficient to plan, design, develop, and integrate network systems and security plans and procedures consistent with existing or planned network infrastructures, Knowledge of methods, techniques, and processes for the integration and optimization of system components, infrastructure requirements, and test and evaluation methods sufficient to install and operate large and complex network programs and provide technical guidance to others in designing, testing, operating, and maintaining network programs.
ADDITIONALLY, IT related experience that demonstrates each of the four competencies listed here: (1) Attention to detail, (2) Customer service, (3) Oral Communication, (4) Problem solving (Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training). Education: All academic degrees and coursework must be from accredited or pre-accredited institutions
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
"IDEAL CANDIDATE STATEMENT" (WILL NOT BE USED FOR QUALIFICATIONS):
Candidate has CCNP certification, active Top Secret Clearance, and advanced experience installing, managing, and troubleshooting large-scale Cisco network. Experience includes administering ISE and SolarWinds for network management, and advanced network automation skillset using Python.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a full range of network systems (LAN/WAN) design principles, methodologies, and approaches used in developing, testing, installing, operating, managing, and maintaining network services that support functional requirements.
2. Knowledge of the network architecture, interrelationships, operating modes, configuration, topology, and protocols typically found at base level.
3. Knowledge of network operating and maintenance concepts and methods to troubleshoot network problems .
4. Knowledge of complex configuration management techniques, and requirements appropriate to managing base level network systems.
5. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, and solve a variety of network problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
