This position is part of the Organization of the Joint Chiefs of Staff. The incumbent serves as the Joint Staff operational lead/project manager; leads matrixed DoD and non-DoD agency SMEs for the matters pertaining to the breadth of Special Operations in four national level deliberate Concept Plans (CONPLANS), and associated Presidential Policy Directives.

Duties

As a SPECIAL OPERATIONS FORCE ANALYST (PROJECT MANAGER) at the GS-0301-15 some of your typical work assignments may include: Serves as a principal advisor to the Joint Staff, the Director of Operations and Deputy Director for Special Operations/Counterterrorism and other senior managers on issues that pertain to Special Operations policy, plans (deliberate and crisis) and Crisis Response policy and operations globally. Coordinates and facilitates real-world deployments and employment of Special Operations in all COCOM areas of responsibility in support of national-level deliberate plans pertaining to WMD crisis response Serves as the CJCS primary staff officer in the maintenance, exercising and rewrite of the Presidential Policy Directive associated with counterterrorism and crisis response Serves as the lead Joint Staff DJ3 Special Operations expert for crisis response in planning efforts for specified countries directed by the National Military Strategy, National Defense Strategy, Unified Command Plan and Joint Strategic Capabilities Plan Leads the development, review, and maintenance of Special Operations doctrine

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Applies principles, concepts and practices, statues, Executive Orders, DoD Directives, regulations, authorities and other guidance necessary to advise on all aspects of Special Operations, and Counterterrorism and crisis response; Produces finished papers, Chairman Joint Chiefs of Staff (CJCS) briefing books and materials that convey highly complex, technical issues and provide sound and timely recommendations on crisis response; Applies Special Operations knowledge to develop the Joint Staff position on technical and complex matters relating to Special Operations and crisis response options; Applies knowledge of national security policy-making architecture and coordination processes to interact with other US Government (USG) agencies, National Security Council staff (NSCS), DoD offices and Congressional staff Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of education may not be used in lieu of specialized experience for this grade level.
