This position is within USDA, Office of the Asst. Secretary for Civil Rights, Office of the Director, Employment Complaints Division.
The Office of the Asst. Secretary for Civil Rights (OASCR) enforces laws and regulations which prohibit discrimination based on membership in a protected class, i.e. race, color, national origin, sex, disability, age, genetic information, and reprisal for protected activity in employment and the provision of services.
Duties
Evaluates formal Equal Employment Opportunity (EEO) complaints for accuracy, including ensuring that they are signed by the appropriate party and filed with the appropriate office.
Conducts non-complex research and/or basic fact or information gathering in order to assist the supervisor or higher graded EEO Specialists with the acceptance/dismissal analysis of formal EEO complaints.
Identifies and recommends ways to streamline EEO complaint processing procedures and policies to improve efficiency.
Serves as a liaison to one or more Departmental mission areas or sub-agencies, providing information about the status of formal EEO complaints and/or technical assistance to resolve problems related to the EEO complaint process
Responds orally or in writing to sometimes complex requests for information or technical assistance from various stakeholders, including complainants and/or other related to the EEO complaint process.
Coordinates the administrative aspects of USDA's formal EEO complaint processing operations.
Prepares complaint files and assign them to EEO Specialists.
Designs and generates reports from complaint tracking databases and assist with the preparation of Departmental reports, such as the Equal Employment Opportunity Commission's (EEOC) Form 462.
Provides additional administrative support to the supervisor and/or designated EEO Specialist as necessary.
Requirements

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience, as defined below.
At the GS-08 level: Qualifying experience for GS-08 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience included 1) Performing administrative clerical functions in support of mission related operations 2) Assistance with coordination and review of correspondence for grammar, formatting and typographical errors 3) Served as a liaison or customer support to gather information for preparation of reports 4) Conduct fact-finding to combine oral and written data.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
