This position is located with the Bureau of Indian Affairs, Central Office in Washington, District of Columbia. NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED. ANY RELOCATION EXPENSES ASSOCIATED WITH REPORTING FOR DUTY WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.

Duties

Provides technical and administrative support to all EEO functions and programs. Conveys information to employees and applicants regarding the principles of federal EEO laws, regulations, and policies to federal employment. Coordinates logistical support and assists with EEO training, special emphasis programs, and special events. Conducts pre-complaint counseling. Interviews aggrieved individuals and advises them of their EEO rights, responsibilities, and conflict resolution options. Collects, analyzes, and prepares statistical data reports related to EEO, affirmative employment, and workforce data. Protects and safeguards sensitive and confidential information in compliance with EEO procedures, privacy laws, and regulations.

Qualifications

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Clerical and Administrative Support Management Positions, GS-0301. GS-07: One year of specialized experience or the equivalent, comparable to at least the GS-06 grade level in the Federal Service (obtained in either the public or private sector). Specialized experience is work experience assisting in the EEO complaint intake process function which include interviewing individuals to obtain factual information; advising individuals of their rights and responsibilities; responding to routine inquiries on filing a complaint, the complaint process procedures and processing cycle; and clerical procedures for processing discrimination complaints and developing various equal employment opportunity reports. GS-08: One year of specialized experience or the equivalent comparable to at least the GS-07 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is work experience that provided the knowledge of federal EEO laws, regulation, decisions, etc. to provide intake of complaints which include carefully evaluating the contact's issues & claims to determine whether the EEO process is the correct venue for resolution. Acknowledges receipt of EEO complaints and reviews to determine their basis; reviews EEO counselor reports and witness statements; explains regulations and agency procedures; consolidate and prepare response documents; and prepare EEO files for administrative closure. SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and is typically in or related to the position to be filled. All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date. Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (title 25, USC Section 472). Additional selections may be made from this announcement if identical vacancies occur in the same location within 90 days from the closing date.
