This position is located in the Department of Homeland Security (DHS), Office of the Chief Readiness Support Officer, Office of Facility and Operations Support (FOS), Headquarters Support Services.
The primary purpose of this position is to design, plan, and conduct various administrative programs to oversee and effectively manage the procurement, supply, utilization, and disposal of accountable government personal property.
Non-BU: This is a non-bargaining unit position.
Duties
As a Program Analyst, GS-0343-14, your typical work assignments may include the following:
Assessing program effectiveness and improving administrative program and management processes and systems that encompass difficult and diverse functions or issues affecting personal property programs.
Designing and conducting a wide variety of comprehensive studies and detailed analyses of complex personal property administrative functions and processes.
Identifying and proposing solutions to administrative management problems that are of major importance to planning personal property program direction.
Establishing and maintaining liaison with program directors and working closely with their representatives to ensure that concerns such as proper administrative requirements definition are met.
Providing guidance which requires extensive interpretation of different and unrelated program processes and methods, such as interpretations of original statutory or regulatory intent and advice on revisions to existing policies and programs to meet requirements.

Requirements

Qualifications
Specialized Experience:
You qualify for the GS-14 grade level if you possess one year of specialized experience, equivalent to the GS-13 grade level in the Federal government, performing duties such as: 1) Designing administrative programs to oversee the procurement, supply, utilization, and disposal of government personal property; 2) Ensuring all personal property is handled in compliance with federal and departmental rules and regulations; 3) Evaluating personal property administrative programs to ensure they are meeting their stated goals and/or identifying areas for improvement; 4) Recommending long-range personal property administrative plans and goals to ensure regulatory compliance and the ability to meet changing requirements.
Substitution of education in lieu of specialized experience may not be used for this grade level.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
