Duties
Counsel military personnel from all branches of the uniformed services, retirees, and the Families of those being processed through the Army Physical Disability Evaluation System (APDES) on their rights, benefits, privileges or obligations.
Identify problems and recommend changes to command policies and improvements to processes and services provided to service military members and their Families.
Advise, counsel and/or instruct employees on both work and administrative matters.
Apply sound judgment, ingenuity, and persuasiveness in motivating apathetic or negatively inclined individuals, including psychiatric, seriously ill and terminally ill patients, to apply for benefits for which they are eligible.
Provide reports, briefings, training, and responds to inquiries from senior leaders, DA or Department of Defense.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement.
- Selectees will be required to sign a statement (Condition of Employment) consenting to seasonal influenza vaccinations or must provide a recognized exemption.
- Immunization screening is required. Hepatitis B immunization is required for all positions with direct patient contact. Applicants may be required to show proof of other immunizations depending on the type of position.
- Must be able to obtain and maintain current Basic Life Support (BLS) certification through the American Red Cross. Advanced certification (e.g., ALS) does not supersede BLS.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for aSupervisory Health System Specialist:
Specialized Experience: One year of specialized experience which includes applying policies, regulations and/or directives applicable to a disability evaluation system; planning and/or preparing medical evaluation board processing and/or disability reevaluations; and Experience conducting briefings or training. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph. D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. NOTE: YouMUST provide a copy of your transcripts.

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. NOTE: You MUST provide a copy of your transcripts.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
