This position is located with the U.S. Department of State, Office of the Inspector General (OIG), which has statutory oversight responsibility covering the Department, the U.S. Agency for Global Media (USAGM), and the International Boundary and Water Commission (IBWC). The incumbent serves as the Director of the Inspection Operations Division within OIG’s Office of Inspections.
Duties
OIG’s Office of Inspections (ISP) provides the Department and USAGM with systematic and independent assessments of mission leadership, policy implementation, resource management, and management controls. Inspections assess the effectiveness of programs; identify potential efficiencies and cost-saving measures; encourage self-evaluation and correction; and identify problems and recommend solutions. The office’s work encompasses both overseas and domestic operations. ISP’s Inspection Operations Division (ISP/OPS) is responsible for ISP’s knowledge management program, office administration, and inspection planning and pre-inspection preparations. All work of the Division is conducted in accordance with the Council of the Inspectors General on Integrity and Efficiency’s (CIGIE) Quality Standards for Inspection and Evaluation. The incumbent of this position serves as the director of the division, as well as the principal advisor to the deputy assistant inspector general for operations (DAIG-O), deputy assistant inspector general for inspections (DAIG-I), and the assistant inspector general (AIG) on planning, budget, staffing, administrative policies and procedures, and knowledge management activities. Qualifications
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience applying and interpreting regulations, directives, policies, precedents, and procedures associated with organizational operations, in order to provide technical guidance and to establish management's position on administrative and programmatic issues.
Experience working with automated knowledge management and business process automation systems, sufficient to make recommendations on technical solutions to address organizational challenges.
Experience managing teams or work groups comprised of contractors, business process owners, subject matter experts, and other stakeholders.
Education
There is no substitute of education for specialized experience for the GS-14 position.
