The incumbent is an IT Specialist (Systems Analysis) within the Office of Information (OIT), Office of Strategic Sourcing (OSS), Contract and Operations Management (COM), Acquisitions Services Director Office (ASDO), working on the Enterprise Infrastructure Solutions Office (EISO) team, and is responsible for management of enterprise IT programs including but not limited to Enterprise Agreements (EAs) supporting IT hardware, software, telecommunications, and services.
Duties
MAJOR DUTIES:
Conducts comprehensive management of enterprise programs, such as Enterprise Agreements
supporting IT hardware, software, telecommunications, and services.
Ensures all processes and guidance adhere to information security policies, principles, and practices.
Establishes and executes processes for managing customer and vendor requests.
Ensures products, services, guidance, and support are aligned with customer needs.
Manages one or more major multi-year IT initiatives of such magnitude they must be carried out through multiple related IT projects.
Leads, coordinates, communicates, integrates, and is accountable for the overall success of the program while ensuring alignment with critical agency priorities.
Ensures the work efforts achieve the outcome specified within the agency's business strategy, including appropriate strategic, life cycle management, and capital IT investment plans.
Ensures implementation of well-defined and effective processes for
program services.
Creates and maintains technical non-governmental program specific resources and leverages expertise through universities, vendors, alliances, and associations.
Works with key stakeholders to understand business opportunities and apply new and innovative technological developments to complex systems and processes.
Creates and writes complex program management plans and develop guidelines and standards for implementation.
Oversees a wide range of IT program management activities that typically extend and apply to an entire organization or major components of an organization.
Develops strategic planning, capital planning and investment control, workforce planning, policy and standards development, resource management, knowledge management, auditing, and information security management.
Plans and executes complex technical IT analyses and studies related to products and services
provided through enterprise agreements.
Performs requirements and needs analyses to identify opportunities for new or improved business solutions.
Develops comprehensive program management plans and coordinates with key stakeholders to include end users, OIT partners, business partners, technical subject matter experts, acquisition staff, and senior leaders.

Work Schedule: Monday - Friday; Tour of duty will be determined based on organizational needs.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Physical Conditions: The work is sedentary. Some work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site. Some employees may carry light items, such as papers, books, or small parts, or drive a motor vehicle. The work does not require any special physical effort.
Working Conditions: Work is typically performed in an adequately lighted and climate-controlled office. Occasional travel may be required

You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below.
BASIC REQUIREMENT
Applicants must have IT-related experience demonstrating each of the four competencies listed below at a proficiency level equivalent to the next lower grade level in federal service.

SPECIALIZED EXPERIENCE REQUIREMENTS
In addition to the basic requirement, a qualified candidate's online application and resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service.

GS-13: You must have one year of specialized experience equivalent to the next lower grade (GS-12). Specialized experience for this position is defined as : Specialized experience for this position is defined as GS-13: You must have one year of specialized experience equivalent to the next lower grade (GS-12) and experience as follows: Experience applying IT program and project management principles; advanced IT principles, concepts, methods, standards, and practices; and knowledge of advanced IT systems analysis principles, multiple IT disciplines, IT enterprise IT architecture, and methods sufficient to ensure the design and management of Enterprise Agreements and IT programs meet business.
A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position.
