This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Office of the Judge Advocate General (CG-094), Office of Legal Policy & Program Development (CG-LPD) located in Washington DC, District of Columbia.
Duties
You will serve as a Information Technology Specialist (DATAMGT) - DIRECT HIRE and be responsible for a wide range of Information Technology (IT) projects and advisory services including the planning, acquisition, development, integration, implementation, and evaluation of information technology systems and subsystems to meet the overall information needs of all legal offices; provide a variety of administrative advisory services; knowledge management; security for personally identifiable and attorney-client privileged information; and information technologies that are unique to the functioning of the legal program such as case/matter management, legal research, and litigation support applications.
Qualifications
To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Specialized experience must include the following:
Administrating data applications, databases and processes for a program or office; AND
Conducting information management across multiple databases, networks, intranets, and security domains; AND
Develop and maintain documentation for data input to tracking systems and files, including developing procedures for database input.
Prepares instructions, operating policies, procedures, or guidelines and written reports; AND
Ensuring compliance with data management practices and policies within an organization or program.
OR
EDUCATION: Ph. D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to a Ph. D. or equivalent doctoral degree. This education must include an undergraduate or graduate degree in one of the following majors: computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more fields identified above and required the development of applications, systems, or networks. All academic degrees and coursework must be from accredited or pre-accredited institutions.
OR
A COMBINATION of EDUCATION AND EXPERIENCE: Applicants must have completed graduate level education as described above beyond the 2nd full year of graduate education, and specialized experience as described above, that together meet the qualification requirements for this position. All academic degrees and coursework must be from accredited or pre-accredited institutions.
In addition, to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
