Duties
Serves as Reclamation's National Transportation Program Manager which includes management and execution of Reclamation's Transportation Program (i.e., Reclamation's Transportation Construction Program and Federal Highway Administration's (FHWA) Federal Lands Transportation Program (FLTP) and Federal Lands Planning Program (FLPP)).
Coordinates between FHWA, Reclamation staff and Reclamation's partners for the remaining FHWA programs: Federal Lands Access Program (FLAP), the Innovation & Research Council, and the Emergency Relief for Federally Owned Roads (ERFO) program.
Develops policies, directives and standards, and guidelines, with bureau-wide scope related to management of Reclamation's transportation assets.
Provides Reclamation-wide policy and expert advice for Reclamation's Transportation Program and Reclamation's Review of Operation and Maintenance (RO&M) Program execution of transportation assets (e.g., roads, bridges).
In coordination with regional and area offices, develops annual budget execution plans.
Monitors expenditures for alignment with annual budget execution plans and annual work plans.
Ensures that program objectives are met and align with the strategic goals of the Bureau as outlined in Reclamation's Long-Range Transportation Plan, its Strategic Asset Management Plan, and other relevant vision setting documents.
In coordination with regional and area offices, develops annual work plans for Reclamation's Transportation Program that align with program objectives and strategic goals, and coordinates approval as necessary on those plans with FHWA.
Develops annual accomplishment reports for submittal to FHWA.
Schedules, coordinates, and manages projects (directly or through subordinate regional project managers) and associated resources.
Serves as the Reclamation representative on a variety of Department of the Interior and interagency teams (e.g., teams representing the Federal Land Management Agencies (FLMAs) in its coordination with FHWA).
Serves as a lead within the Asset Management Division's Operation and Maintenance Branch.
Qualifications

To qualify at the GS-14, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-13 level in federal service having demonstrated managing and executing an agency-wide program; coordinating internally (e.g., regional, area, and field offices) and externally (e.g., Department of the Interior and Department of Transportation contacts and the public) to execute the agency-wide program; and providing leadership within a work unit to mentor and develop staff.

Time-In-Grade: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b).
