About the Position: Serves as a senior program analyst and a technical programmatic expert with responsibility for the entire budget/programming process utilizing the current project management database and the full range of procedural and technical duties involved in the program formulation, presentation, and execution phases for all projects under assigned program/appropriations consisting of a multiple complex funding authorizations under civil works appropriations..

Duties

Serves as senior program analyst with responsibility for coordinating and performing program planning, budgeting, analysis and reporting for a wide variety of functional elements and funding sources. Responsible for monitoring all project funds through the reporting database including those for engineering and design, levees, channels, etc., and for the complete preparation of district budgetary funding and work programs . Negotiates the resolution of budgetary differences among the interrelationships of the various projects for the operating organizational elements of the district. Coordinates with project managers for the preparation, review and submission of a wide variety of program schedules and resource plans, justifications, performance reports, and analysis of other data in automated information systems. Approves minor reprogramming actions requiring commitment of funds and provides recommendations to supervisor for major reprogramming actions to projects to reflect program adjustments from higher authority or analysis of program progress. Gathers and monitors data from various elements of the district concerning obligations, expenditures and contract earning vouchers. Maintains records on funding history for all projects and appropriations from the current automated information system. Reviews district programming related reports for accuracy, consistency and with a view toward detecting conditions which should be brought to the attention of appropriate district and/or division officials. Prepares and/or reviews recurring and special reports and data to higher echelon, and responding to Congressional or Office of Management and Budget (OMB) inquiries. Establishes work assignments and monitors work results of lower graded employee(s) involved in performing a variety of supportive works.

  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.

Experience analyzing budget trends, problems, and suggesting corrective actions. AND 3. Experience using multiple automated payroll and/or financial systems to extract data a variety of program budget data to track, monitor and report the status of accounts. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. GS-12: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
