THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a SUPERVISORY IT SPECIALIST (PLCYPLN), Position Description Number PDD1542000 and is part of the WY Deputy Chief of Staff Information Management, Wyoming Army National Guard.
This is a Title 32 Dual Status Technician Excepted Service position. Military affiliation is required.
Duties
This position is located in the Joint Forces Headquarters (Wyoming National Guard); Command, Control, Communications and Computers (C4) Directorate (J-6); Office of the Director. The purpose of this position is to manage the Wyoming National Guards (WYNG) C4 Systems Support program. The C4 systems include both the communications and computer systems required to implement the state command and control process and are the information exchange and decision support subsystems within the state total force Command and Control Support System. The incumbent serves as the principal staff officer and primary advisor to the Adjutant General and the Joint Chief of Staff for all matters pertaining to C4 systems which support the primary functions involving the collection, transportation, processing, dissemination and protection of information.

AREAS OF CONSIDERATION:
Primary consideration will be made from Areas 2 and 4. If referrals are not made from the target category, subsequent referrals may next be made from Area 6 (if eligible).
Area 2: Permanent and indefinite Wyoming National Guard (NG) T32 Dual Status technicians employed within the Wyoming National Guard.
Area 4: Current Drill Status Airmen and M-day soldiers of the Wyoming National Guard.
Area 6: Current military members of the United States military branches or prior service members of one of those military branches. Must be willing/eligible to join the Wyoming Army National Guard as a military member prior to appointment to position.
MILITARY GRADE:
Min: O-4/MAJ (Post Advanced Operations Course (AOC))
Max: O-5/LT COL
SPECIALIZED EXPERIENCE:
Must possess at least one year of specialized experience equivalent to at least a GS-13. Such experience is typically gained in the IT field or through the performance of work where the primary concern is IT. Specialized experience includes experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.
Must have IT-related experience demonstrating each of the four competencies listed below.

NOTE: Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g., 02/2015 - 03/2017 or Feb 2017 - Mar 2017) dates and hours worked per week with description of your specialized experience on the resume.
ASSURANCE CERTIFICATION REQUIREMENTS:
Reference: DoD 8570.01-M, Information Assurance (IA) Workforce Improvement Program, Para C4.4. IA Management (IAM) Category Level II Training Requirements.
IAM Level II personnel are responsible for the IA program of an Information System (IS) within the Network Environment (NE). Incumbents in these positions perform a variety of security related tasks, including the development and implementation of system information security standards and procedures. They ensure that IS are functional and secure within the NE.
- Must possess at least five years of management experience.
- Relies on experience and judgement to plan and accomplish goals and manages IA operations for a Network Environment.
- Within 6 months of assignment of IA duties all military and government civilian IAM personnel must achieve IA Baseline Certification unless a waiver is granted.
- Incumbent needs to obtain only one of the "approved certifications" for IAM Level II to meet the minimum requirement.
CAP = Certification Authorization Professional
CASP+ CE = CompTIA Advanced Security Practitioner (CASP) Continuing Education (CE)
CISM = Certified Information Security Manager (CISM)
CISSP (or Associate) = Certified Information Systems Security Professional (CISSP) (or Associate - this means the individual has qualified for the certification except for the number of years' experience)
GSLC = Global Information Assurance Certification (GIAC) Security Leadership Certificate (GSLC)
CCISO = Certified Chief Information Security Officer

- New hires' qualification periods begin the date they start in the position (i.e., must obtain the appropriate certification within 6 months of being assigned IA functions).
- Personnel in management category positions must be issued and retain an appointing letter assigning them IA responsibilities. If a management category position requires IA privileged access, a statement of responsibility for the system(s) will also be executed.
- Personnel who are not appropriately qualified within 6 months of assignment to a position or who fail to maintain their certification status shall not be permitted privileged access and may lose their position of assignment if employee fails to attain or return to certified status.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.
