THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.
This National Guard position is for a ITSPEC (NETWORK), Position Description Number PDT5349000 and is part of the WY Deputy Chief of Staff Information Management, Wyoming National Guard.
This position is in the Excepted Service "under the authority of Title V, P.L. 114-328, and Sections 932 and 1084 (FY17 NDAA)".
This is a Title 5 Excepted Service position. Military affiliation is not required.
Duties
The purpose of this position is to serve as the Network Engineer for the Wyoming Army National Guard. The incumbent is the state authority on the planning, design, and implementation of the enterprise network infrastructure. Evaluates overall enterprise performance against operational reliability standards. The network system must be continually monitored for threats, both physical and electronic to ensure the proper protection of network resources. Directs diverse teams to isolate and affect immediate fixes to potential service problems. Work consists of analyzing requirements relative to the enterprise architecture and telecommunications infrastructure.

AREAS OF CONSIDERATION:
Referrals of qualified applicants will be issued as follows:
Area 1: Permanent and indefinite Wyoming Army National Guard (NG) T5 and T32 Dual Status Technicians (DST) employed within Deputy Chief of Staff Information Management.
Area 2: Permanent and indefinite WYNG Title 5 and T32 DST employees with the Wyoming Air/Army National Guard.
Area 3: Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees. Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent).
Area 4: Currently serving and former Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the National Guard. This provision is intended to boost the candidate pool to reach more qualified candidates and places DSG/M-Day personnel on par with currently serving civilian personnel.

Upon acceptance to this position, if selected candidate is a competitive employee, they will convert to Excepted Service and be required to sign a memorandum IAW 5 CFR 302.102. Acceptance of the proposed appointment will take the employee out of the competitive service while s/he occupies the position.

SPECIALIZED EXPERIENCE:
Must possess at least 3 years of experience, education, training in IA technology or related fields recognizing potential security violations, taking appropriate action to report the incident as required by regulation and mitigate and adverse impact. Apply instructions and pre-established guidelines to perform IA tasks within the Computing Environment (CE). Provide end user IA support for all CE operating systems, peripherals, and applications. Support, monitor, test, and troubleshoot hardware and software IA problems pertaining to their CE. Apply CE specific IA program requirements to identify areas of weakness and apply CE access controls.
Must possess experience troubleshooting network problems, reviewing and accepting network systems contractual work. Functioning as the Network Engineer for the state and recognized as an authority on the planning and design of the enterprise network infrastructure. Requires knowledge of and skill in applying network systems design, development, testing, installation, operations, management and maintenance concepts and methods along with the organization's network architecture, topology and protocols. Possess experience as a technical expert and focal point for installation, configuration and testing of hardware and software associated with multiple operating systems and computer platforms.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
TIME-IN-GRADE:
Must possess specialized experience and at least one year of experience equivalent to a GS-11 with the particular competencies/knowledge, skills, and abilities to successfully perform the duties as a GS-12 IT Specialist (Network) as it relates to Information Assurance Technical Level I (IAT-II) typically gained in the IT field or through the performance of work where the primary concern is IT.
Any applicant who within the previous 52 weeks held a General Schedule position under non-temporary appointment must meet time-in-grade requirements by the closing date of this announcement. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement.
If you are a current GS employee applying for a higher grade than the grade you currently hold provide an SF-50 showing the next lower grade was held for at least one year. Some SF-50s effective within the last 52 weeks will not demonstrate the next lower grade was held for at least one year (e.g., General Adjustment SF-50 from this year). KNOWLEDGE, SKILLS, AND ABILITIES (KSAs)
Knowledge of network architecture and topology, including transmission protocols, broadcasting, multicasting, switching, routing, control, and management.
Knowledge of current state-of-the-art system network technology and related computer equipment and the expertise to apply them to the organization's network architecture and available resources.
Knowledge of applicable security standards of system hardware, software and design along with the ability to apply, modify and test security models to ensure operability of and compliance with those security standards.
ASSURANCE CERTIFICATION REQUIREMENTS:
Reference: DoD 8140 Cyber Workforce Qualification for Information Assurance (IA) Technical (IAT) Category Level II Training Requirements
Within 6 months of assignment of IA duties all military and government civilian IAT personnel must achieve IA Baseline Certification unless a waiver is granted.
An individual needs to obtain only one of the "approved certifications" for IAT Level II to meet the minimum requirement. (DoD Approved 8570 Baseline Certifications)
CCNA = Cisco Certified Network Associate
CCNA-Security was retired by CISCO and may be waivered
CYSA+ = Cybersecurity Analyst
GICSP = Global Information Assurance Certification (GIAC) Global Industrial Cyber Security Professional
GSEC = GIAC Security Essentials Certification
Security+ CE = Security Plus Continuing Education
CND = Certified Network Defender
SSCP = System Security Certified Practitioner

New hires' qualification periods begin on the start date and certification must be obtained within 6 months.
