The primary purpose of this position is: To exercise second level supervisory and managerial authorities over the Mission Support Offices and functions of the Chief of Staff's Office, NORAD and USNORTHCOM. Directs, coordinates, and integrates all activities in accordance with applicable law, DOD, Service policies, and instructions of the Deputy Chief of Staff.
Duties
Plans, organizes, and oversees the activities of the Mission Support offices for NORAD and USNORTHCOM.
Exercises supervisory personnel management responsibilities.
Represents NORAD & USNORTHCOM at a variety of installation and functional area organizations in the realms of facilities, housing, safety and security.
Assists the Deputy Chief of Staff and Chief of Staff as directed with personnel, budget, and administrative matters essential to the direction and implementation of the overall mission of the CoS office.

Qualifications
Conditions of Employment Continued:
This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug
Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of
illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents
a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement
acknowledging the position occupied is identified as a TDP.
Employee may be required to work and/or be "on call" after normal duty hours, which may include evenings, weekends
or holidays and is subject to short- or no-notice recall to duty during exercises, crises, or contingencies. Typical overtime
expected per month is less than 10 hours.
The position exists in a fast paced, high stress staff environment required to support two commands (NORAD and USNORTHCOM). Individual faces daily urgent requests from general officers for papers, briefings and evaluations,
typically concerning a sensitive issue.
The individual will encounter industrial equipment (high-voltage electrical and heating, ventilation and cooling equipment, boilers and chillers). Commonly expected safety precautions must be exercised in accordance with OSHA law and guidelines, directives and instructions.
May be required to perform Battle Roster functions during Exercise and Real World events. Battle Roster functions may
include, but are not limited to, Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations
Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-
North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/ or alternate duty locations.
This is a KEY position IAW 32 CFR, Part 44 Appendix A and DoD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position.
IAW DoDI 3020-42 the position has been locally or command designated as Mission Essential (ME) performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions IAW, DoDI 3020-42, Defense Continuity Programs.
This position is Non-Combat Essential (NCE) IAW Section 1580 of title 10, USC, and DOES NOT provide civilian
support to combat operations. Duties of this position are to provide support for expeditionary requirements and could be
deployed to support emergency operations, humanitarian missions, disaster relief or other expeditionary missions in the
continental United States or overseas, that are NOT considered "combat" locations. Employee must meet the medical and
suitability requirements of the positions as outlined in OF-178 and sign the DD Form 2365 as a condition of employment.
Physical/Medical examination is required as a condition of employment for pre-employment and as required, during
employment. Incumbent must meet the requirements specified on the SF78, Certificate of Medical Examination and be
able to continually perform the physical requirements of the duties. Any physical/mental condition that would cause the
applicant to be a hazard to themselves or others is disqualifying.
YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent in other pay systems (may have been obtained in the military, public or private sectors). My experience includes Knowledge of the missions and functions of a Chief of Staff Office, DoD, Combatant Commands' missions, and staff liaison functions. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
