Duties

PRIMARY PURPOSE: To serve as a command expert for Aircrew Standardization Evaluation policy execution. Apply Air Force military rated aviator experience (mobility tanker and/or airlift aircraft) to analyze, develop, and evaluate inspection issues. Develops recommendations to resolve substantive problems/issues related to evaluations that include all AMC and AMC gained units. Also serves as a command headquarters level senior air transportation operations specialist, applying Air Force military rated aviator experience to plan, direct, organize and determine necessary policies, regulations, directives, instructions, programs, projects, doctrine, methods and procedures of assigned major command air operations services/programs/projects/studies/plans and air transportation operations systems. DUTIES: Applying Air Force military rated aviator experience serves as a senior command technical expert and focal point for air transportation operations concerning Aircrew Standardization Evaluation policies, operations, and requirements Leads or participates as a command air transportation and air refueling operations technical expert in aircrew evaluations systems programs in interagency groups to resolve problems regarding evaluation issues. As one of the command's expert air transportation operations project officers, applies a high degree of insight to isolate, identify, and define critical challenges to effective long-range aircrew opportunities and develops aircrew concepts and plans. Directs, plans and organizes team study work to perform command functional area review of assigned area: aircrew related issues including aircrew evaluations for peacetime and wartime conditions to ensure proper planning, and execution of military operations.

• Rated mobility aviator experience (e.g., airlift or tanker aircraft) is critical to the successful completion of work.

• Position will require occasional travel of up to two weeks duration. May travel by military or commercial air to conferences, meetings, or other functions away from duty site on a routine basis.

Qualifications

In order to qualify, you must meet the Specialized Experience Requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions: Administrative and Management Positions- Transportation Operations (2150) SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience include experience in maintaining, retailing, purchasing, or procurement of automotive, rail, air, bus, or other transportation equipment or services, or in the operation of a commercial transportation facility or terminal. This experience must have demonstrated knowledge of fleet operations; familiarity with Federal, State, and municipal regulations governing the use of transportation vehicles; and the maintenance of inventories and cost computations; mastery knowledge of Agency transportation and air refueling operations policies, concepts, principles and methodologies applicable to air transportation operations under peacetime and wartime conditions; mastery of Agency standardization and evaluation policies, concepts, principles and methodologies applicable to airlift and aerial refueling operations under peacetime and wartime conditions; high degree of skill when applying transportation operations knowledges to the management of the command in analyzing and resolving very complex or sensitive problems and the implementation of new developments and technology to stan/eval; expert knowledge of the command air transportation operations and aircrew systems, its capabilities and how it incorporates transportation requirements and operations; mastery knowledge of Agency air transportation and air refueling operations policies, plans and planning documents and publications, procedures, and programs; extensive knowledge of air operations involving air assets, en route infrastructure, and employment of mission support forces; knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events; knowledge of the various command entities involved in overall planning and execution of an inspection schedule and evaluations; mastery knowledge of the application of a wide range of qualitative and/or quantitative methods of the assessment and improvement of standard evaluation assessment program effectiveness or improvement of complex management processes and systems; and knowledge of and skill in the applications of military rated aviator (pilot, navigator in a tanker or airlift aircraft as it applies to air transportation, aerial refueling, aircrew requirements, standardization and evaluation programs). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of and skill in the applications of Air Force rated aviator (pilot, navigator in a tanker or airlift aircraft as it applies to air transportation, aerial refueling, aircrew requirements, standardization and evaluation programs). Knowledge of airlift and aerial refueling operations. Knowledge of mobility flying training, standardization/evaluation programs, and policy. Knowledge of standardization and evaluation administration, policy, and procedures. Knowledge of a wide range of qualitative and quantitative analysis of data associated with aircrew standardization and evaluation, long-range stan/eval, and inspection issues. Knowledge of the relationship of various command entities (AMC, ANG, and AFRC) involved in the overall standardization and evaluation program planning and execution. Skill in designing and conducting comprehensive studies and preparing solutions to resolve substantive problems/issues of effectiveness and efficiency of work operations in a major command program. Ability to plan, organize, and lead others in standardization and evaluation studies and inspection projects. Ability to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Ability to communicate effectively- both orally and writing, negotiate complex issues, and maintain good working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
