The position is located in the Department of State (DOS), Bureau of International Organization Affairs (IO), Office of Management Policy and Resources (IO/MPR). The office is responsible for the formulation and implementation of U.S. policies regarding a broad range of administrative and management issues with respect to United Nations system agencies and other international organizations.
Duties
Manages a seven-person staff responsible for management and oversight practices for 50 international organizations funded through bureau-managed assessed and voluntary contributions.
Ensures effective implementation of policies that promote management reforms and effective oversight practices at international organizations through guidance developed by division staff for U.S. delegations to organization governing body meetings.
Advises bureau leadership on statutory and regulatory responsibility for congressional reporting and assessing risk, developing monitoring plans, and measuring objectives to ensure transparency and accountability at international organizations.
Manages staff for efficiency, teamwork, and compliance with statutory and regulatory requirements applicable to bureau-managed appropriated funds; gives advice, counsel, and direction to staff on work and administrative issues.
Serves as acting director as required and works collaboratively with the director and bureau leadership to ensure that results achieved by the division align with bureau priorities, & policies are implemented in an effective and consistent manner.

- Annual Confidential Financial Disclosure required within first 30 days.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience implementing statutory and regulatory requirements applicable to congressionally appropriated funds.
Experience developing and implementing policies applicable to international organization management reform and oversight practices.
Experience supervising the work of subordinates and/or serving as a team lead.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
