This position is in FRA's Office of Railroad Development (RRD), Business Operations and Strategic Communications Staff, whose mission is to lead strategy, operations, and communications efforts for the Office. This position serves on a team that provides critical financial management, budget, procurement, and operational support services that enable RRD's ability to achieve its programmatic responsibilities.

Qualifications
To meet the minimum qualifications for this position, you must meet either the education or specialized experience requirements for the grade at which you are requesting consideration.
To qualify for the GS-11 on Experience, you must have at least one year of experience equal or equivalent to the GS-09 it must include:
Experience using basic management tools, such as the Microsoft Office suite, to extract recurring observations from various data sources related to financial management, budget, procurement, and operational support services programs and/or projects.
Experience communicating information and providing recommendations to program or process improvement, either orally or in writing, to key decision makers.
To qualify for the GS-11 on Education alone, you must have: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. To qualify for the GS-12 on Experience, you must have at least one year of experience equal or equivalent to the GS-11 it must include:
Experience using data management tools to analyze and derive innovative findings and effectively display emerging concepts that foster understanding for enhanced decision making related to financial management, budget, procurement, and operational support services programs and/or projects.
Experience developing briefings, reports, presentations and/or feedback related to compliance or improvement of financial management, budget, procurement, and operational support services programs, projects and/or operational goals.
To qualify for the GS-13 on Experience, you must have at least one year of experience equal or equivalent to the GS-12 it must include:
Experience applying advanced analytical and evaluative methods and techniques to measure the effectiveness, efficiency and productivity of financial management, budget, procurement, and operational support services programs and/or projects.
Experience working with staff to create centralized work processes, track methodologies, and ensure the success of financial management, budget, procurement, and operational support services programs and/or projects.
Experience collaborating with staff and leadership by providing analysis, reports, and recommendations.
You cannot qualify on education at the GS-12 & GS-13 levels; you must have experience.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Writes in a clear, concise, organized, and convincing manner for the intended audience.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
