You will serve as a SUPV PERSONNEL SECURITY SPEC (SUITABILITY) in the SECURITY AND SUITABILITY PROGRAM OFFICE of OFFICE OF CIVILIAN HUMAN RESOURCES OPERATIONS. ***This Job Opportunity Announcement is using an additional online assessment tool to evaluate applicants. Duties

You will supervise a team of Personnel Security Specialists (Suitability) and Security Assistants, focused on performing interim suitability adjudication. You will develop and/or update Office of Civilian Human Resources (OCHR) Operations suitability and/or security clearance related instructions, processes, and procedures. You will support Office of Personnel Management, Department of Defense, and Department of the Navy audits, assessments and provide requested documentation and data, respond to inquiries, and provide administrative support as necessary. You will provide support to the Office of General Counsel (OGC) in third party representation cases. You will distribute work to staff to ensure effective and expeditious accomplishment of priority work without adverse effect on regular and recurring work. You will ensure uniform application of all administrative and operational policies and procedures and removes barriers and resolves problems in the day-to-day operations. You will provide guidance and advice on specific operational issues affecting the suitability and security program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to obtain and maintain an interim and/or final TOP SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This incumbent must be located within the commute area of the command upon entry to duty.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: providing advice and guidance for enterprise suitability and personnel security programs; implementing suitability and personnel security clearance policies and/or regulations; and providing recommendations for suitability and personnel security policy revision.
