You will serve as a Personnel Security Specialist (Suitability) making suitability determinations for Department of the Navy civilian employees.

Duties
You will determine whether individuals entering the organization meet standards of conduct, are worthy of public trust, and will promote the efficiency or protect the integrity of the service.
You will provide technical expertise regarding suitability determinations.
You will interpret and implement personnel suitability policy, guidelines and directives.
You will examine the Declaration of Federal Employment (OF-306), hiring application, and related materials during the pre-screening phase to identify automatically disqualifying suitability issues prior to investigation submission.
You will utilize the Central Verification System (CVS) to check for debarment to verify whether an applicant is prohibited from being hired (or retained in) a covered position for a specific period of time.
You will send written correspondence to the applicant during the adjudication phase to obtain the necessary materials relied upon when derogatory information is identified on the OF-306 and hiring application.
You will interview applicants when potentially disqualifying issues warrant clarity or when additional information may be needed.
You will review background investigation forms, Federal Bureau of Investigation (FBI) fingerprint results, etc. to identify whether derogatory information exists, and apply appropriate suitability factors and/or adjudicative guidelines.
You will perform adjudicative analysis and relay the results of the determination to the servicing Human Resources Office (HRO) and Security Office.
You will document favorable interim suitability decisions in the Defense Information System for Security (DISS)
You will exercise reciprocal recognition (Reciprocity) of prior favorable suitability determinations, background investigations, and adjudications to the greatest extent practicable.
You will seek advisory opinion or referral of application to the Department of Navy Suitability Program Manager and/or the Office of Personnel Management (OPM) in cases involving potentially disqualifying issues that may warrant debarment.
You will take appropriate suitability actions in accordance with 5 CFR 731 in response to unfavorable suitability determinations.
You will establish and maintain suitability casefiles and be responsible for safeguarding the materials related to the adjudication contained therein in accordance with Freedom of Information Act (FOIA) and Privacy Act Standards.

- You will be required to obtain and maintain an interim and/or final Top Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
Qualifications
GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: interviewing applicants to resolve questions concerning derogatory or potentially disqualifying information identified during the suitability pre-screening phase of applicant; providing the full range determination of suitability adjudications and trust determinations of individuals for entry into sensitive and non-sensitive positions; and interpreting and implementing personnel suitability policies, guidelines and directives.
GS-11: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating and adjudicating reports of investigations, personnel files and other records; and reporting on expected time of completion of work, maintaining records of work accomplishments and time expended and preparing production reports; and assisting with determination of suitability adjudications and trust determinations of individuals for entry into sensitive and non-sensitive positions

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree
or
Successful completion of three full years of progressively higher level graduate education leading to such a degree
or
Possession of an Successful completion LL.M., if related
or
A combination of experience and graduate education as described above that equates to one year of experience.
