You will serve as a SECURITY OFFICER in the second Subdivision of CMIO NORFOLK.

Duties

You will be the immediate supervisor of civilian employees. You will support Maritime operations through the distribution of Communications Security (COMSEC) material through a variety of approved methods. You will evaluate (COMSEC) logistics programs, to include TIER 1 and KMI, to determine the effectiveness of the full Life Cycle logistics support of equipment and systems. You will manage the proper management of command personnel, facilities, and materials. You will support numerous simultaneous joint force and/or multinational real world events. You will serve as the principal advisor in the management of COMSEC Materials. You will conduct briefings on new COMSEC policy, material, and other pertinent COMSEC matters. You will provide COMSEC program management. You will serve as top level advisor and consultant to the Commanding Officer and the Officer in Charge. You will determine security clearance required for each person in the command. You will take action to ensure personnel have the appropriate clearances. You will assist in making policy decisions. You will ensure all Standard Operating Procedures (SOPSs) are reviewed periodically. You will develop logistics studies which address complex logistics support issues. You will modify and recommend budget and financial requirements.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • You must complete a formal course of instruction in COMSEC procedures either within 90 days after appointment or within the 12 months prior to appointment.
  • You must complete the COMSEC/KMI Interactive Course-Ware (ICW) computer base training (CBT).

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing and interpreting COMSEC and supply guidelines, policies, legislation, and regulations. Experience applying knowledge and skills requiring expertise in the COMSEC specialty area of supply with COMSEC and supply policy/program responsibilities. Experience as an expert in COMSEC and COMSEC material distribution, experience resolving policy issues and resolving problems in supply support operations.
