You will serve as an Administrative/Technical Specialist in the Underwater Systems Branch of NAVSURFWARCEN IH DIV. This position is part of the Warfare Center's Personnel Demonstration Project. The NT-03 pay band encompasses positions equivalent to the GS-09 and GS-10 grade levels. The NT-04 pay band encompasses positions equivalent to the GS-11 and GS-12 grade levels.

Duties

You will serve as the Otto Fuel Detector/Raid M 100 tech specialist. You will provide information, advice and guidance to management and project managers on all aspects of cost, schedule and performance, e.g. budget execution, financial management, quality compliance, and project coordination. You will oversee procurement, contractual issues, workload and financial input data for assigned programs. You will manage funding through funding documents and funding/cost transfers to ensure funding is allocated properly to tasking. You will work with the project manager to create and maintain funding reports, master schedules, resource allocation, project highlights and configuration management. You will develop, establish, coordinate, and maintain a database information reporting system to the program office. You will analyze goals and objectives and identify issues to make recommendations for improvement. You will support the branch with actions, project reviews, portfolio reviews, department hosted events, and external operations.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

FOR NT-04 (GS-11/12 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-03 (GS-9/10 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience analyzing and conducting fact-finding business practices and procedures to identify resources (e.g. staff, funding, and equipment) and develop recommendations to improve program operations and increase productivity. FOR NT-03 (GS-9/10 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NT-02 (GS-05/08 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: experience applying analytical and fact-finding techniques by gathering business operations information or reports to identify inefficiencies for an organization's administrative and business practices. Education

FOR NT-04 (GS-11/12 equivalent): In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

- successfully completed a Ph.D. or equivalent doctoral degree. -OR-
- successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree. -OR-
- successfully completed an LL.M. degree that is related to the position being filled.
