The position is telework eligible consistent with the Agency’s telework and remote work program policy.This position is located in the Office of Planning, Evaluation, and Policy Development (OPEPD), in Washington, DC. The OPEPD is responsible for establishing policies and collecting data on America's schools and disseminating research for agency or public use. Also focusing national attention on key educational issues, while prohibiting discrimination and ensuring equal access to education.

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-12, if you possess the specialized experience described below.Specialized Experience for the GS-12
One year of experience in either federal or non-federal service that is equivalent to at least a GS-11 performing two (2) out of three (3) following duties or work assignments:
1. Experience navigating the Federal budget and appropriations processes for one or more programs.
2. Experience collecting, analyzing, and summarizing data to support policy development and program management.
3. Experience completing or reviewing spending plans and/or monitoring spending to ensure they reflect applicable statutory, regulatory, and policy requirements.
Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).1. Knowledge in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organized productivity.2. Knowledge of qualitative and quantitative techniques to plan, schedule, and conduct projects and studies including gathering, assembling, and analyzing facts; drawing conclusions; devising recommended solutions; and packaging the entire process in briefings, papers or reports suitable for top management use and decision making.3. Knowledge and understanding of database and spreadsheet concepts and programming techniques (e.g. Microsoft Access, SharePoint, SQL database and Excel spreadsheet) and expertise in database management.4. Ability to communicate effectively both orally and in writing to maintain good working relations and ensure effective program implementation, execution, and evaluation.You may meet the minimum qualifications for the GS-13, if you possess the specialized experience described below.

2. Experience analyzing and making recommendations on policy issues and program management.

Ability to effectively engage and partner with working groups and teams to collaborate across the organization for the purpose of maximizing effectiveness.4. Knowledge of the application of analytical and evaluative methods and techniques to issues or studies concerning the efficiency/effectiveness of program operations or substantive administrative support functions and organization structures.
