You will serve as a Financial Manager in the COMPTROLLER DEPARTMENT of CDR NAVY EXPEDITIONARY COMBAT COMMAND.
Duties
You will serve as the Deputy Financial Advisor for NECC by coordinating and allocating resources to meet the operating requirements of NECC1 s unique and diverse units.
You will provide critical expert technical advice, recommendations and guidance relative to the performance of budget functions to the Commander, Chief of Staff, Assistant Chief of Staffs, and Commodores/Commanding Officers.
You will plan and direct the establishment, review, appraisal and continuous refinement of pertinent programs and policies to ensure compliance.
You will develop, recommend, and implement budget policies and regulations affecting financing or forecasting of long range for current and 2 future year funding needs for NECC.
You will monitor program execution at NECC and subordinate commands.
You will implement financial improvements and audit readiness processes to improve auditability of financial processes.
You will provide financial improvement and audit readiness validation documents in order for subordinates to support their financial statement assertions.
You will develop and oversee financial policies and technical procedures.
You will direct fiscal operations involving budget/financial plan preparation, fund distribution, and the management and accounting of funds.

- Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This is a Financial Management Level 03 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
- Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience utilizing DOD/DON fiscal, budget and accounting processes.
Knowledge of U.S. Fleet Forces/BSO 60 financial processes and systems.
Experience with supervisory skills and ability to manage the day-to day functions of a workforce.
Knowledge of Budget formulation, to include and understanding of the Planning, Programming, Budgeting, and Execution (PPBES) process.
Experience applying Financial Improvement and Audit Readiness (FIAR) standards and practices.
Experience with financial systems such as Command Financial Management Systems (CFMS) and Standard Accounting, Budgeting, and Reporting System (SABRS).
Experience developing short and long range plans to support type commander programs and adapting plans on short notice.
