You will serve as the NECC Comptroller for CDR NAVY EXPEDITIONARY COMBAT COMMAND.

Duties

You will serve as the lead Financial Advisor for NECC by coordinating and allocating resources to meet the operating requirements of NECC?s unique and diverse units. You will plan and direct the establishment, review, appraisal and continuous refinement of pertinent programs and policies. You will develop, recommend, and implement budget policies and regulations affecting financing or forecasting of long range for current and 2 future year funding needs for NECC. You will monitor the Financial Improvement Audit Readiness (FIAR) Program. You will develop and establish policy in budgetary matters. You will prepare Type Commander Budget estimates and justifications for submission to FFC. You will serve as the primary contact with FFC to formulate and present budget issues and problems. You will oversee the preparation and submission of accounting reports required of a Type Commander (TYCOM) by higher authority and the performance of TYCOM accounting through the Navy Official Accounting System. (SABRS/N-ERP). You will analyzes fiscal reports and accounting returns of field activities, analyzing the effectiveness of systems and procedures. You will provide direction and oversight on all matters pertaining to temporary duty travel management throughout the force. You will serve as Direct supervisor of the headquarters travel office manager. You will serve as Financial Improvement and Audit Readiness (FIAR) Director. You will serve as a first and second-level supervisor, and assign, supervise, and approves work of the department.   • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience developing, coordinating, and maintaining integrated systems of financial services as auditing and management analysis. Experience with budget formulation process and policies for Department of Defense, Department of the Navy or simiiar organizations. Experience advising and coordinating appropriated funds and audits. Experience ensuring financial management programs meet operational, functional, and programmatic goals and objectives. Experience utilizing, interpreting and extracting data from Financial Improvement and Audit Readiness (FIAR). Experience communicating both orally and in writing and presenting briefings and ideas clearly, persuasively, tactfully, concisely, and logically; reconcile differences; and to effect a successful conclusion and complex problem.
