The incumbent serves as a Deputy Director of the Department's OHT. This Office is established to lead the transformation of the culture within VHA towards Personalized, Proactive, Patient-Driven Care (PPPC), and provides oversight and coordination of the initiatives throughout VHA specific to full implementation of PPPC, and to ensure that those initiatives are fully aligned with the strategic objectives of the VHA.

Major Duties:
In coordination with the Executive Director, the incumbent provides executive leadership, strategic direction, and oversight for the transformation of health care services within VHA into Personalized, Proactive, Patient-Driven Care.
The incumbent ensures the smooth functioning of the office and may represent the Executive Director in their absence.
Duties include ensuring oversight and guidance to responsible program offices within VHA towards the development of a structured work plan to organize the work on each established initiative, and to create a tracking an evaluation process to ensure goals are obtained and measured for effectiveness towards desired outcomes, and for tracking the expenditures of funds.
This will mean that initiatives developed in support of PPPC are fully aligned with the strategic objectives of VHA and VA, and that the necessary resources are available to t the implementation of initiatives in the transformation of those services into Personalized, Proactive, Patient-Driven Care (PPPC).
The incumbent also monitors and facilitates accomplishment of the numerous complex assignments to be carried out by VHA professionals to ensure that work conducted is aligned with the objectives and overall mission. This includes the development of work plans which identify project assignments, priorities and deadlines to be followed and monitoring of overall progress and reviews completed assignments and tracks the expenditures of funds in support of initiatives.
The incumbent serves as the key proponent to program offices for the development of legislative and non-legislative initiatives and proposals related to all VHA activities.
The incumbent establishes and maintains effective communication channels to internal stakeholders (VACO, VISN and Facility) and external stakeholders (Veteran Service Organizations, Congress, DOD, HHS, Professional Organizations, etc.), that facilitate understanding and promote culture change within VHA to PPPC.
The incumbent establishes performance standards and evaluates the performance
of subordinate supervisors, makes determinations on grievances, recommends training, and approves leave of subordinate supervisors.
The incumbent hears grievances as second level supervisor, reviews recommendations for hiring, promotion, and adverse actions made by subordinate supervisors, and supports and implements established Equal Employment Opportunity policies and programs.
Supervisory Probationary Period: Applicants selected for this position may be required to serve a one-year supervisory probationary period. Failure to successfully complete the supervisory probationary period will result in the employee being reassigned to a position in the agency of no lower grade and pay than the one the employee left to accept the supervisory or managerial position.
Work schedule: Required to work Monday through Friday, 7:30am to 4:00 pm
Telework: Available (applicant is required on site 50% of work schedule per pay period)

Virtual: The employee may work at a VA facility or other VA-leased space other than the facility that is hiring the employee and is authorized for telework 50% of work schedule per pay period.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/07/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
For a GS-15 position you must have served 52 weeks at the GS-14.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
GS-15 Specialized Experience: You must possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Supervisory Management & Program Analyst, GS-15 position, and that is typically in or related to the work of the position to be filled. To be creditable, this specialized experience must have been equivalent to the GS-14 level in Federal service to qualify at the GS-15. In order to meet the minimum qualifications for this position, you must meet 2/3 of the following examples of specialized experience:
1) Integrates efforts with stakeholders within the organization, other partners, and community organizations to advance the organization's strategic plan.
2) Provides executive leadership, strategic direction, and oversight for the transformation of health care services.
3) Serves as the key proponent to program offices for the development of, legislative and nonlegislative initiatives and proposals related to all of the organization's activities
Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations.
