Duties
WHAT IS THE HUMAN CAPITAL OFFICE (HCO)DIVISION?

Vacancies will be filled in the following specialty areas: Human Capital Office of Human Resource Operations Human Resources Shared Services
Ensures that the organization's strategic plan, mission, vision and, values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, and work products and services
Articulates and communicates to the team the assignment project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.
Coaches the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution.
Leads the team in identifying, distributing and balancing workload and tasks among employees in accordance with established workflow, skill level and/or occupational specialization, making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; achieving desired results; and ensuring that each employee has an integral role in developing the final team product.
Trains or arranges for the training of team members in methods and techniques of team building and working in teams to accomplish tasks or projects and provide or arrange for specific administrative or technical training necessary for accomplishment of individual and team tasks.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-11 LEVEL: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position includes: Applying Federal Employees Compensation Act program benefits in order to provide guidance, information and assistance to employees, upper management/executives to make informed decisions on returning employees back to duty; providing written/verbal presentations/reports to management officials; maintaining the inventory tracking system with up to date employee benefits case status; serves as a consultant in all operational aspects of these benefits and services including, Worker's Compensation, health and life insurance across the entire IRS Headquarters and field organizations. Experience managing multiple assignments with conflicting priorities to meet deadlines.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
