Duties

This position will work with field and district offices to enhance the Endangered Species Act (ESA) 7(a)(1) proactive conservation and recovery program. The incumbent will advise all levels of management on the overall planning and implementation of projects associated with 7(a)(1) proactive conservation and recovery. The incumbent will formulate, coordinate, and provide guidance, review, and quality control for all aspects of projects associated with 7(a)(1) proactive conservation and recovery. The incumbent will work closely with program leads and specialists within the State, District, and Field Offices. The incumbent will also work closely with partners at the USFWS and the Wyoming WGFD. The incumbent will provide quality control for the BLM's implementation of regulations promulgated by the USFWS, in particular Section 7 of the ESA.

Qualifications

FOR GS-12: In addition to meeting the basic education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Professional knowledge of biological sciences, agriculture, natural resource management, or related disciplines. Working knowledge of the principles, theories, practices, and science of wildlife, wildlife habitat, and inventory and monitoring methodologies to develop and implement projects. Thorough knowledge of the multiple use and sustained yield concept and associated requirements of legislation such as the Federal Land Policy and Management Act, the National Environmental Policy Act, and the Endangered Species Act. Thorough knowledge of the concepts of land use planning, resource management, and habitat management. Knowledge of the roles, functions, interests, and interaction between state, federal, and local agencies, user groups, and interested individuals. Knowledge of Geographic Information System software such as ArcMap, and familiarity with remote sensing techniques. Skill in presenting clear, concise and logical communication, both oral and written, to managers and colleagues, interest groups, and local and state agencies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work is a combination of office and field work. Incumbent must be in reasonably good physical condition with stamina required for occasional arduous physical exercise under a wide variety of environmental conditions. Work Environment: Most of the work is performed seated in an office setting, with controlled temperature and lighting. When fieldwork is necessary, conditions will vary depending on season, but could include temperature extremes from below freezing to over 100 degrees, high winds, and desert and mountain landscapes with steep and rugged terrain with elevations ranging to over 10,000 feet. At times the work may require travel in remote areas on foot or in vehicles, including 2-wheel and 4-wheel drive trucks or ATVs. At other times, travel by light fixed-wing aircraft or helicopter is required. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.

  1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

  2. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
