Duties

Incumbent supervises program specialists in the areas of wildlife, wild horses and burros, forestry, range, and native plants. Evaluates program effectiveness through periodic analysis of decisions and ensures appropriate follow up to correct any deficiencies. Issue technical and procedural program guidance as needed to ensure adequate technical support to field offices. Recommends program priorities within assigned program areas. Initiate consultation and coordination with the Deputy State Director as well as other states or agencies on matters crossing program areas to avoid issuance of conflicting directives.

Qualifications

This position has a positive education requirement which requires that you have: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. or Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For GS-13: One (1) year of specialized experience equivalent to the next lower grade level (GS-12) in the federal service. Specialized experience is further defined as: Applying the principles of public land management concepts, principles, practices and procedures along with applicable laws, regulations, and case law; Knowledge and skill in the application of planning principles, interpretation of agency policy, laws, and regulations; Knowledge of the majority of forestry, wildlife, wild horses and burros, and native plants and policies; Experience working with a variety of relationships between and among Federal agencies, State and local governments and the public including user groups, industry and other special interest groups; and Knowledge of managerial and administrative theory, practices, methods, and procedures. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level. Physical Demands: Generally work is performed in an office setting with occasional trips to the field, which may involve exposure to extreme weather conditions, such as cold or extreme heat, isolated locations and rugged terrain. The incumbent must be able to sit, walk or stand and perform off-road driving for prolonged periods of time. Incumbent may be required to participate in numerous, lengthy meetings at local and distant meetings. Overnight travel may be required. Work Environment: Work is normally performed in the office, although some occasional field trips are involved. Field work may include walking or driving motor vehicles over rough terrain in remote in remote areas in all kinds of weather. Office work will periodically involve abnormal stress situations involving completion of work to meet short deadlines and other factors. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
