This position is a Supervisory Biologist, GS- 0401-13 working in Cheyenne, WY for the R6-Wyoming Ecological Services Field Office.

Duties

As an Assistant Field Supervisor, duties will include but are not limited to the following: Provides leadership and supervision of the Wyoming Ecological Services Field Office. Supports inclusive culture and develops and mentors employees to help them be successful in their position and grow in their career. Plans the work to be accomplished, assigns work to employees, and establishes expectations. Sets priorities and prepares schedules for completion of work. Establishes and communicates guidelines and performance expectations for employees. Identifies and provides for the developmental and training needs of employees. Hears and resolves informal complaints and grievances, effects minor disciplinary measures, and recommends action in more serious cases. Provides advice and counsel to employees on both work and administrative matters. Provides administrative leadership for the Wyoming Ecological Services Field Office to support conservation objectives for federally protected and at-risk species. Manages the formulation of team objectives and priorities. Provides long range resource planning, program direction, coordination, and evaluation. Lead the development of overall team goals, objectives, policies and strategies necessary to direct the team. Evaluates and monitors the program's accomplishments against stated goals and objectives. Collaborates with stakeholders and partners to achieve conservation goals. Coordinates activities with federal agencies, state agencies, local governments, and other public and private entities to minimize conflicts. Conducts public meetings for coordination and information exchange, and presentation and interpretation of projects. Provides technical assistance and leads team with a customer service mindset. Reviews, prepares, or performs reviews of materials, reports, opinions, and technical documents. Analyzes complex biological data, reports or findings that have been submitted for review. Evaluates or writes biological and policy arguments, ensures conformance to establish scientific and policy standards, and reviews the quality of biological, ecological, and other information.

Qualifications

Only experience and education obtained by 10/19/2023 will be considered. In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification. Basic Requirement: Degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience that included courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. The quality of the combination of education and experience demonstrates the knowledge, skills, and abilities required to perform work in the occupation and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. Minimum Qualification [GS-13] One year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service performing work in or related to the position to be filled. Qualifying experience may include: (1) supervising, managing, or leading a staff of biological or natural resource professionals, including providing technical and policy guidance, and planning and organizing programmatic, operational, and technical activities; (2) applying knowledge of appropriate statutes and regulations to fish and wildlife conservation; (3) evaluating species or habitat plans and developing collaborative solutions for resource management problems; (4) coordinating with and advising Federal, State, or local agencies, Tribes, non-governmental organizations, industry representatives, private landowners, and/or others to conserve fish, wildlife, and/or plants; (5) mentoring lower-level employees on endangered species listing/recovery/consultation or on habitat conservation, and providing oversight and guidance conservation policy and technical issues; (6) dealing with controversial natural resources management issues and negotiating with stakeholders to resolve conflicts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
