The primary purpose of this position is To serve as a command headquarters level senior program analyst; planning, organizing, and determining necessary policies, regulations, directives, programs, doctrine, and procedures for the establishment and maintenance of certain assigned major command programs.
Duties
Plans, organizes, and directs joint exercise activities, ensuring that planning and execution meets customer needs and
AMC training objectives.
Documents planning and programming decisions in appropriate formats to meet Air Force and Major Command requirements.
Represents AMC/A3Y with a variety of installation and functional area organizations.
Documents planning and programming decisions in appropriate formats to meet CCMD, Joint, Air Force, and MAJCOM training requirements.
Monitors, evaluates, and actively participates in strategic planning to improve organizational direction and focus using
strategic planning tools and techniques.
Prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with
other staff service functions and activities to secure cooperation, resolve controversial matters, and convey information
relative to proposed changes in assigned program(s).

This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian
Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by
employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343).
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-12 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes Expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs for participating in or conducting major operations such as mission and flight operations, tactical airlift, tactical training, rescue, deployment, mobilization, PPBS, acquisition, special operations, exercise, foreign military sales, contingency, or similar operations. Knowledge of building and conducting Joint Exercise Life Cycle events. Knowledge of the Defense Transportation system to include USTRANSCOM and AMC operations. Knowledge of a wide range of planning for the assessment and improvement of command level plans and programs for conducting major operations such as mobility, mission and flight operations, tactical airlift, air refueling operations, deployment, mobilization, exercise, rescue, acquisition, special operations, or similar operations.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of a wide range critical command plans and programs for participating in or conducting major operations
such as mission and flight, air mobility, training, rescue, deployment, mobilization, Planning Program Budgeting System,
acquisition, exercise, flying training systems both manned and unmanned, rescue, contingency, base operations support, or similar operations.
Knowledge of Joint, Air Force, command, and organizational planning processes to include: the establishment of goals and objectives, the sequencing and timing of key events and milestones, the adjustment of planning actions due to actual events, the capabilities and relationships of various command entities and their ability to support the planned program or operation.
Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of exercise
training programs.
Skill in planning/executing various Air Force mission specialties such as: Command and Control, Air Defense, Personnel Recovery, Tanker, Airlift, Intelligence Surveillance and Reconnaissance, Weather, Information Operations, Special
Operations, Close Air Support, Interdiction, Force and the ability to understand role-play of these mission specialties during exercises from a friendly force and opposition force perspective.
Skill to communicate effectively both orally and in writing as a planner to senior military commanders and their staff.
Ability to plan, organize, and lead others in studies or projects and to negotiate effectively with management to accept and
implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
