Duties
The primary purpose of this position is: Responsible for the coordination, planning, and execution of critical Global Sensor Management (GSM) operations. Advises the Commander, U.S. Space Command (USSPACECOM) and Director of Operations (J3) on GSM-related mission areas in support of Presidentially directed missions and the Secretary of Defense (SecDef) National Defense Strategy objectives. Coordinates GSM mission areas with other combatant commands, the Joint Staff, USSPACECOM's functional and Service components, Combat Support Agencies, and other USSPACECOM divisions and offices.
As SME provides strategic level integration and oversight of Global Sensor Management (GSM) operations.
Provides strategic level, subject matter expertise on all matters related to Global Sensor Management (GSM).
As technical expert represent USSPACECOM and the J3 directorate across a variety of organizations on GSM

- This is a Centrally Managed position in the Operations career field.
- Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.

Position is designated special-sensitive and requires the employee obtain and maintain a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, 0301 Series.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH 02, equivalent to the next to lower grade GS 11 or equivalent in the Federal Service. Examples of specialized experience include: Produces desired results, in the needed timeframe, with the appropriate level of supervision through the use of appropriate knowledge, skills, abilities, and understanding of the technical requirements of the job. Achieves, demonstrates, and maintains the appropriate qualifications necessary to assume and execute key acquisition and/or support requirements. For current Federal Employees within General Schedule Pay Plans- Federal Time-In-Grade (TIG) Requirement for General Schedule (GS) Positions: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. The purpose of TIG restrictions is to prevent excessively rapid promotions in competitive service GS positions and to protect competitive principles.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
knowledge of joint war fighting doctrine, joint combatant command structure, and global command and control constructs.
In-depth knowledge of Global Sensor Management and familiarity with Joint Operational Planning and Execution System (JOPES), the Joint Operations Planning Process (JOPP), and development of operational orders.
Comprehensive knowledge of long-range mission, objectives, and management plans in the Unified Command Plan (UCP) to serve as an authority on issues of missile warning and space operations.
Skill in effective communication, both orally and in writing; ability to articulate complex issues, and maintain strong working relations.
Skill in developing new approaches, establishing innovative techniques, and identifying measurement and evaluation criteria to determine program effectiveness, to develop new or modified work methods, and to analyze and resolve highly complex problems.
Ability to participate in operational planning teams, participate in operational assessment groups and modify existing orders to affect ongoing operations. Ability to independently execute projects and/or studies within established time constraints.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
