This position is located in the Department of Homeland Security (DHS), Office of the Chief Procurement Officer, Strategic Programs Division. The purpose of this position is to serve on the acquisition team as a domain expert analyst assigned to apply the Strategic Programs Division approach to the DHS Investment review process and provide leadership and subject matter expertise on business process re-engineering and strategic sourcing. Non-BU: This is a non-bargaining unit position.

Duties

As a Program Analyst, GS-0343-15, your typical work assignments may include: Assisting component organization program management offices and customers in meeting their mission goals, through integration of program and acquisition best practices and from acquisition planning through contract award Formulating and recommending plans to improve acquisition program policies, practices, methods, and organizational structure; and coordinating requirements among organizational units in the formative stages of program initiation, project design, project implementation, and management of ongoing programs Serving as the project team lead and ensuring that all stakeholders are involved and understand the strategic sourcing process; and coordinates day-to-day team activities such as market analysis, program outreach, total cost of ownership analysis, department-wide acquisition strategy development, negotiations and contract implementation. Developing and leading long- and short-range acquisition planning efforts to meet the mission requirements of the Department as well as the program needs of other departments and agencies. Qualifications

SPECIALIZED EXPERIENCE You qualify for the GS-15 grade level if you possess at least one (1) year of specialized experience equivalent to the GS-14 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Serve as the lead in developing strategies for planning and developing major acquisition or strategic programs; Lead the planning of program direction; Provide advisory assistance in developing or revising acquisition plans, technical specifications, and statements of work; and Assess and improve complex programs. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
