Serves as Chief, Central Distribution Center, with delegated program responsibility for managing the Distribution, Storage and Transportation of perishable and semi-perishable resale products. Manage the overall distribution function through a multinational work force consisting of General Schedule, Federal Wage System and Local National employees.

Duties
Manages and supervises operations through subordinate supervisors who are over functional areas.
Develops, implements and administers all programs related to receipt storage, and issue of perishable products for distribution to numerous locations.
Performs independent analysis resolving difficult problems involving the identification of work flow problems.
Uses new distribution and storage program requirements to ensure effective subsistence support.
Interprets policy and provides supplementary guidance for implementing and assuring compliance with DeCA policies, customer needs and DoD directives and international laws and regulations.
Meets in formal and informal settings with high ranking officials, key staff and high-level foreign visitors and other representatives of foreign governments.

Qualifications
You must meet the Office of Personnel Management (OPM) qualifications for series 2030 and additional requirements by the announcement closing date. Your resume (and/or transcript if necessary) must clearly show that you have the qualifications described below. You can use experience, education, or a combination of the two to qualify.
Experience: Must possess one of the following (by the closing date of the announcement): One year of specialized experience equivalent to GS-11 grade level or equivalent under other pay systems in the Federal service, military, or private sector.
Examples of qualifying specialized experience include
Understanding the supply ordering systems and their relationship or impact on a distribution center.
Knowledge of wholesale distribution, automated systems and financial accountability.
Provides administrative direction and makes assignments in terms of broadly defined programs, functions, or agency objectives.
Knowledge of policies, procedures, regulations, as well as domestic and overseas logistic operating processes and procedures.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
