This position is to function as the Area Executive Officer and Director, Office of Administration and Management, Portland Area Indian Health Service (PAIHS) and to perform managerial duties related to the PAIHS including planning, coordination, supervision, direction, an evaluation of administrative management aspects of the Portland Area Office.
Duties
Responsible for directing several divisions including Division of Acquisitions (DOA), Division of Financial Management (DFM), Division of Business Office and Purchased Referred Care, Office of Property and Supply.
Assists the Area Director in planning, organizing, and evaluating the Area Office administrative activities, ensuring organizational components are functioning efficiently.
Plans for and prepares annual Area wide budgets, and accurate, regular, and timely financial reports and analysis. Ensures that financial systems are in place to implement the methodology that tracks Area tribal shares distribution.
Assures prompt and accurate response to Headquarters requests for information. Prepares executive level reports for Federal and tribal distribution.

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: assuming responsibility and authority for the administrative direction, supervision, evaluation, corrective action, and coordination of the functions and activities of assigned departments at the facility, Area, or Headquarters level within the organization to ensure operation objectives and results are in accord with overall organizational needs.
Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).
